Are UN rulings applied retroactively?

For example:
I join the UN tomoorow. Am I then subject to all the resolutions that have been passed before I joined, or am I only sunbject to the ones that come afterward?
If they are not, how can i enjoy the benefits of a ruling I feel would benefit my nation?
If they are, how is a resolution appealed?

I assume you must pass a resolution appealing a resolution. I left shortly after all the massive ammount of liberals appeared in there. Green resolutions, gay rights, anti-genocide, etc. etc. effectively ruined any hope I would have to create an evil dictatorship, which was the "in" thing at that time.

When you join the UN, your nation's stats aren't affected by previous resolutions, but if you go in for roleplaying you're assumed to be bound by their wording. So, for instance, you won't get a big boost to your human rights stat from the Gay Rights resolution, but if you're playing a theocracy intolerant of gay marriage then you may want to RP out the fact that gay marriage is now legal in your nation.

The UN is all about role-playing, because your nation may be affected by resolutions passed after it's creation, but it will only be held to live by them in the forums and during role-plays.

Effectively, the only way the UN plays a part in your actual country, is when a resolution passeds after you join.
