Cogitation: the funny thing about deleting the 420 Act

In your case study of deleted proposals, you mentioned the 420 Act, a proposal to legalize recreational drug use. Your reasoning was

The title of the resolution must be at leaast somewhat descriptive of the proposal content. "The 420 Act" does not describe the content at all.

As someone who studies colloquialisms (and that's the only reason I know this...hehe), I can tell you that the funny thing about your deletion of the 420 Act is that "420" is code for smoking marijuana. You'll hear Deadheads and Phish fans using it all the time, but they're not the only ones. So it actually does describe the content of the proposal.

I'm British and have heard the term, although I'd agree that it's not common over here and that using slang terms in a proposal title isn't really appropriate.

I'm American, only codes I know are "211" and "415" and I learned those from watching ADAM-12.

I'm not sure that it's so much a matter of being American or non-American as to what groups of people you hang out with. I've heard of the term, but nobody I know actually uses it.
