Instead of sending telegrams to people explaining why their proposal was deleted, I'm going to post them here and explain briefly why each was deleted. I'm hoping that going through case examples will give people some understanding of why proposals are deleted.

This topic is locked because this is only a publicly-readable file for recording deleted proposals; authors need to be able to quickly scan through this topic to find their proposal and determine why I deleted it. If you wish to comment on a particular proposal (or a particular reason for deleting proposals), then please start a new topic. Thank you.

The Gambling Bill

Description: Everyday of our lives we take risks - whether or not to eat that expired cheese sandwich, whether to cross the road even though that car doesn't seem to be slowing down - even downloading smutty images during our lunch breaks. Everyday we make decisions that could prove detrimental to out health or our wallet yet they are not necessarily [sic] illegal. If someone wants to buy an icecream we don't stop them - then why should we stop someone betting on a horse? Isn't it part of our free will to choose what we do in life so long as we don't harm others. Then surely we should allow someone to waste their life away if they want to - perhaps we should consider banning married people from gambling since they put their families at risk. If we deny people the right to bet we are in denial of thier basic human rihts

This proposal, while quite clear in it's motivations, does not describe what it actually does. What actions are recommended or required of UN member nations?

It's implied that people should be allowed to gamble at will, but this isn't explicity stated. For a UN proposal, this should be explicitly stated.

Description: Knowing that many nations are economic fanatics while others are environmental fanatics, I propose that we end the approval of global resolutions which would inhibit the sovereignty of individual nations on this topic.

Knowing that many nations seek to pass environmental bills that undermine the principals of capitalist and economical nations, and vise versa, this proposal will set in place the end of environment-based proposals that have issues dealing with economics.

And while it is beneficial for the world to have a proper environment, it is impropoer to overstep the sovereignty of individual nations.

For example, how would your nation feel if another nation came in and shut down all your businesses, claiming that they violated environmental resolutions? How would your people survive?

This one was deleted because it wanted to restrict what proposals the UN may consider. If you want to change what kinds of proposals may be considered, then discuss it in "Technical" as this constitutes a game mechanics proposal.

Ban AIM-Speak
A resolution to restrict civil freedoms in the interest of moral decency.

Description: We, the peoples of Yoda's Swamp, have for too long sat idly by and watched this plague sweeping ours, and many other nations. This plague I speak of is AIM-speak, which many of us are all to familiar with. u, ur, b4, 2, y, and other equally ridiculous looking abbreviations for words.

Therefore, in the better interests of human decency, we propose that a ban be in place, and all such infringements on grammar be dealt with a minor fine, to be determined by the state, not exceeding 5 dollars per offense.

I believe that the author is well-intentioned and I, myself, don't hold AIM-speak in high regard. However, in all seriousness, I do not believe that this is worthy of the UN's consideration.

A subjective condition, I know, and very dependent upon individual judgement. Hopefully, this will be one of the few cases where it's applied.

Description: All UN nations must FUND at least one media outlet that is devoted solely to the education of its people, whether it be television, radio, newspaper, or magazine. Programming will include content on children's learning, cultural awareness, and scientific discovery. Programming will be free of political/cultural bias. Media can be used as an institution that helps to educate, while entertaining the masses from adolescence through adulthood.

Wrong category. This has more to do with political freedoms than civil freedoms, in my opinion. Hence, it belongs in "Furtherment of Democracy".

Stationary Weapons Act

Description: It has been observed that while highly effective, stationary weapons, with the exception of missle silos, have no capability of offense.

If one nation was to attack another, the best defense would be to use a weapon that is located on the ground to fire into the air, under the water, or at other ground targets.

Upon ratification of this proposal, all UN member nations will be permitted to build any amout of stationary weapons excluding long-range ballistics capable of firing on other nations.

Since stationary weapons cannot attack anything within their range, and they are somewhat immobile, ratifying this proposal would only be in the interest of the defense of nations.

Wrong category. Gun control is about citizens having guns. Discussion of military weaponry belongs in either "International Security" or "Global Disarmament". This one, since it restricts what weaponry may be used, should go in "Global Disarmament".

Free Hamburgers for Roadies

Description: Those fat people that go around with rock band carrying their amps; it’s a tough job with few rewards. Many rock bands have had to go without groupies or if on the road, roadies. This is a bloody tragedy on account of most rock band members being to skinny and weak to carry their own equipment due to all those class A drugs they take and fans they sleep with. I think, for the good of the rock music trade groupies in all countries in the UN should have free hamburgers or veggie-burgers as Buddhism has become the new in thing for musicians.

Description: The Iroquois have an internal social safety net. The basic premis is, whatever someone asks of you, you must give to them. So if i want your home, you give it to me. If you go and ask someone for your car, they must give it to you. In this environment all share the good and the bad items. There is no accumilation of wealth. The society opperates on the shoulders of the strongest memebers, constantly re-cycling the items and money. This promotes an equality by skewing an items worth and your capitalist nature to aquire.

First, it's implied that such a system should be imposed in all UN member nations, not explicitly declared. Second, the concept is in the wrong category; anything like this would go in "Social Justice".

Description: With increasing nervousness, we, the democratic citizens of the world, have noted the increasing power of the United Nations. What was once a forum for discussing international issues has become a tool for controlling the governments of every member state.

Let it be noted that the United Nations' purpose is not to control individual governments; its purpose is to deal with issues that affect the world community as a whole, not by individual states.

Resolutions such as "The 40 Hour Workweek" infringe on given states' rights to self-rule. Ironic that the United Nations, founded to protect the peoples' rights to self-rule, breaches that right by undermining the governments those people elect.

Therefore, let it be noted that:

The United Nations has no right to infringe on member states' right to self-rule. Individual governments may make laws and enact customs without needing to heed the United Nations so long as the people still control the government or the government is not seen as oppressive to its people.

The United Nations is meant to protect the people from tyrannical governments and from international disasters; it is not meant to control the way governments' rule, so long as they are ruled by the people (democratic) or are approved of by the people (monarchies, etc.).

The NationStates United Nations is allowed to legislate the internal affairs of it's member nations. You understood this when you joined (or, you should have understood this). To change this is to change how the in-game United Nations operates, which requires reprogramming the game. This is therefore a game mechanics proposal. If you want to discuss game mechanics, then please go to the "Technical" board.

Minimum Wage

It is recognized that:

1. All human beings have the right to a basic standard of living
2. Restrictions upon working hours can prevent some individuals from attaining such standards when wages are insufficient to meet basic needs

It is therefore proposed that:

1. Every UN state should provide a minimum wage to every working citizen, to ensure that a 40 hour week provides an income in line with basic living costs.

Unfortunately, there's another proposal of almost identical name earlier in the list ("Minimum Wage Legislation"), so I can't delete this one right now.

This proposal directly affects the social services budgets of UN member nations, using their military budgets as a baseline. Therefore, it is directly placing a requirement on the social services budget, which is "Social Justice".

If the author had said "Member nations may not spend more money on their military than they spend on social programs.", then it would be "Global Disarmament".

In my opinion.

Again, there's a proposal of similar name earlier in the list, so I can't delete this one.

There is a reason a bill of rights was set upon our constitution before it was ratified. The ideas set down by the second amendment should be kept for personal protection. It's possible to write a NationStates proposal that makes mention of something in real life as a basis for explaining a concept. However, when you talk about real life this much, it goes from "NationStates proposal that peripherally mentions real life" to "real life" proposal.

The real-life Constitution of the United States does not apply to NationStates. Period.

Description: Be it resolved that resolutions may no longer be passed regarding matters that affect individual nations. The United Nations was established to handle International matters. The global society has no right to decide how other nations are run. Albeit, every human being is as important as any other, but it should not be the place of the United Nations to bestow rights upon citizens of certain nations that have philosophies opposing said rights. For example: a ban on sodomy should not be passed by the UN, as many UN nations allow and even support homosexual relations. At the same time, a global legalization of sodomy should not be allowed, as many UN nations are theocracies that strongly oppose homosexual relations.

Only matters directly affecting the global human population should be of the United Nation's concern. Matters such as the enviroment, for example, have global significance, and therefore fall under UN jurisdiction.

The United Nations may consider resolutions that affect the internal operations of member nations. This is how the NationStates United Nations works.

The 420 Act

Description: It is time to stop drawing arbitrary lines in the sand when it comes to drug use and drug legalization. It is time to stop being hypocrites, legalizing one deadly, addictive drug and leaving another almost identical deadly, addictive drug illegal. It is time to end the prohibition on marijuana worldwide.

Global marijuana legalization would do several things:

1) It would take the marijuana industry out of the hands of criminals and make it taxable, bringing much-needed revenue to governments everywhere.

2) It would regulate the sale, potency and quality of the marijuana, thereby eliminating the dangerous uncertainty of buying it on the street.

3) It would actually reduce marijuana use. As societies stop thinking of marijuana as a stigma, and start accepting it as a recreational drug much in the same way as alcohol and tobacco are viewed, the use of marijuana for purposes of "rebellion" would be reduced.

4) Legalizing and regulating marijuana would allow laws to be drafted as to its safe use. Laws would have to be in place to forbid "toking and driving," for example, and to set a minimum age for the use and purchase of marijuana.

The truth of the matter is that marijuana is not that different from tobacco and alcohol. In fact, it combines some of the best features of each: a pleasant, disorienting high somewhat similar to alcohol, combined with the satisfaction of inhaling and exhaling sweet smoke. It's time to break the tobacco companies' monopoly on pleasure. Let's legalize marijuana today, and make April 20th a global tokers' holiday.

The title of the resolution must be at leaast somewhat descriptive of the proposal content. "The 420 Act" does not describe the content at all.

A little too vague for me, sorry. Again, this is a subjective judgment.

Defining what one means by "large criminal record" would help. Is there going to be a single standard imposed by the UN? Or is this up to the judgment of individual nations (with the UN giving general parameters)?

Orbital Planets Claiming Right

Many nations boast the exsistance of their own orbital stations, i myself possess my own fleet of starships ready to embark. These planets, waiting to be mined are in our grasps, all that is required is permission. Permisson to go into the stars and claim what is already ours...given to us by our intelligent minds...life, and everything it holds. We should be allowed to expand our borders, claim intire planets for our people...never again would we be crowded, no longer would people complain of over population...in the stars lie our fate, our destiny!
understandably, space law would have to be desided, to give everyone a fair chance to claim, but think of the trading, the discoveries we will find...the posiblity of finding life in space...these are all posibilities. We've stayed chained to our surface for too long, we must now step into what we do not know, less we be pushed by the inevitable, others finding us.
Let us move into space, to claim what is ours...and to learn what we were always meant to learn, what is truely out there.

BASIC WATER SUPPLY ACT

To provide for the rights of free access to basic water supply and basic sanitation;

ACKNOWLEDGING
-that all spheres of Government must strive to provide water supply services and sanitation services sufficient for subsistence and sustainable economic activity;

RECOGNIZING
-that water is a scarce and unevenly distributed resource which occurs in many different
forms which are all part of a unitary, interdependent cycle;

UNDERSTANDING
-that not all peoples are able to afford the basics needed for day-to-day living.

The right of access to free basic water supply and the right to basic sanitation;

-Subject to the national water resource strategy, the Minister may determine this basic water supply quantity.

-A person may use water in or from a water resource for purposes such as reasonable domestic use, domestic gardening, animal watering, fire fighting and recreational use.

-The consumer may, at the water service providers discretion, pay for any water-usage, over and above the free basic water supply.

-Procedures for the limitation or discontinuation of water services must not result in a person being denied access to basic water services for non-payment, where that person proves, to the satisfaction of the relevant water services provider, that he or she is unable to pay for basic services.

-If the water services provided by a water services institution are unable to meet the requirements of all its existing consumers, it must give preference to the provision of basic water supply and basic sanitation to them.

Wrong category. "Human Rights" is more about treating people equally, and "Social Justice" is more about basic needs and welfare. After consulting another Moderator, I've decided that this should be "Social Justice".

Human Smuggling

Description: Objectives:

This Protocol aims at preventing and combating smuggling, promoting cooperation among States Parties and protecting the rights of smuggled migrants. As in the Convention and the Protocol on Trafficking in Persons, many provisions are intended to ensure that the approaches taken by Member States under their domestic legislative and law-enforcement regimes are as co-ordinated as possible to make collective international measures both efficient and effective.

Key Provisions:

As is the case with the Protocol on Trafficking in Persons, Convention provisions apply mutatis mutandis to this Protocol unless otherwise stated in the Protocol.

The Protocol applies to the prevention, investigation and prosecution of the smuggling of migrants as well as to the protection of the rights of persons who have been the object of such offences.

States Parties to the Protocol are required to criminalize the basic smuggling of migrants and other forms of activity that support such smuggling.

The Protocol specifies that migrants should not become liable for having been smuggled.

Specific provisions for smuggling by sea are included because of the seriousness and volume of the problem. Under one such provision, States Parties are requested to cooperate to prevent smuggling of migrants by sea and to take necessary measures when it is suspected that a vessel is engaging in the smuggling of migrants. States may board and search vessels believed to be of their own registry.

States Parties to the Protocol are also required to strengthen border measures and oblige commercial carriers of passengers to check the travel documents of those passengers.

Another important element of the Protocol is the States’ cooperation in the field of public information. States are required to cooperate with each other to raise awareness of the dangers of smuggling to the migrants involved and to raise general awareness of the growing involvement of organized criminal groups.

The return of smuggled migrants to their countries of origin is foreseen. The State of origin is required to accept repatriation when the migrants in question have a right of residence in that State at the time of the return.

Wrong category. This sounds like law enforcement, to me. This would therefore put it under "International Security".

I'm sorry... say what? :shock:

First, it's talking about more elections, which would put it under "Furtherment of Democracy", then it talks about regional ejections, which are not quite the concern of the United Nations.

Overall, this proposal is unclear and has been removed for that reason.

Equality For All

Description: It has been brought to my attention that The Ivory Coast as well as the Nepal Flag have been left out. Every nation deserves to have their flag recognized. Flags in some way are a symbol of a nations pride. Recognize the flags of nations that have been excluded and give them their pride back.

FIRST, we should set up a commision made up of 10 inviduals from various countries to find out who's flag is missing. The commission will be working with various UN committes.

SECOND, once we know whos flag is missing we lodge a peitiion to get these nations flags recognized by the world. Not recognizing a nations flag is just another form of oppression.

I assume the author refers to the standard flags available in the Settings page. This is therefore a game mechanics proposal and should be discussed on the "Technical" board.

Ban Sour busniess

Description: Background: Enterprising fourteen-year-old boys selling lemonade on the sidewalk are crippling The World economy. Although the government has been looking at stamping this out for quite a while, these horrific acts are still continuing to this day. Past attempts of issuing fines, or jail sentences has had no effect on putting a stop to these acts. Increased legislation and capital punishment are the only course of action.

1. The Act of selling lemonade on sidewalks shall be deemed a capital offense. 2. Criminals who engaged in such acts shall be executed on site. 3. A monetary reward shall be offered for the capture and death of said criminals. 4. Stores selling an unusual amount of lemonade making materials to any individual shall be required to report the specious behavior to the proper authorities.

This isn't worthy of the UN's consideration, in my opinion.

As a side note, I really can't take seriously any government that can't crack down on little kids selling lemonade on the sidewalk, where anybody can see them.

Wrong category. I'm not sure if it should be "Moral Decency" or "Political Stability" (I think it's "Moral Decency"). However, it definitely shouldn't be "Human Rights".

Second, I'm not even certain that this is worthy of the UN's consideration. So, even if it's resubmitted as "Moral Decency", it might get killed again, anyway.

Description: Being part of a living and free world, I believe that every creature, humans and animals alike, must be given a certain degree of rights.n This includes the unethical and unfair treatment of animals in the wild and domesticated animals. If then resolution passes then the following things would change:

A. A limit would be set on the numbers of bear, deer, fowl, and other wild game depending on the population of the certain animal and the number of hunting liscenses issued.

B. Hunting for sport would not be allowed on any public area including lakes, forests, fields, etc. It would still be legal on private property as long as all animals hunted were owned by the hunters.

C. Guns that have a powerful force like shotguns would not be allowed to be used on any animals smaller than 2 feet tall. The force of these guns are not neccesary in the killing of a small animal.

D. All conditions will be improved at slaughter houses. Animals will not be allowed to be drugged, de-beaked, de-clawed, or crammed into areas where there is no room to move around. Sanitary standards will be raised to stop the spread of excrimate in the living area of the slaughter houses.

This resolution is not here to support the sterytypical "tree-huggers". It is here to improve the living quality of all animals. It will also help small farm owners who already follow these guidelines.

First, any proposal that talks about national military forces should go under "International Security" or "Global Disarmament" depending upon whether the resolution in increasing or decreasing nationalmilitary budgets.

Second, creating a military force of any kind under the direct control of the UN is a game mechanics violation.

Third, there is no Secretary General in NationStates.

International terrorism, crime rings, people trafficking, and even Wombat smuggling threaten the peace of ALL our societies in a way war never could, because at least in war, the actors are clearly identifiable. These groups operate in the murky depths of guile and deceit, choosing instead to hide behind lies and misdirection. Between the member states of the United Nations, we already have in our possession separately the information we need to severely diminish some of these threats. The problem arises that there is no central source to share and collate this information into a form usable by all U.N member states. The technology exists to record such information into a common database, shared amongst all U.N. member nations in an effort to increase security and trust worldwide. With that in mind, we propose the following: 1. Over the next five years all U.N. nations will provide a local database including all available information on known and suspected Terrorists, known or suspected criminals involved in crimes which are believed to cross international boarders, and any non-military intelligence information, up to and including Top Secret clearance levels, that has relevance to terrorism or international crime and smuggling, relevance to be determined by the contributing state. 2. Upon collection of the databases, a U.N. security team will combine the databases into one master database, collating information from other countries, and resolving any contradictions that arise. The database will be viewable by all U.N. member countries, and reports will be generated at regular intervals. For security purposes, access will however be limited to U.N. Delegates and upper level law enforcement personnel. 3. A team of U.N. officials will conduct periodic reviews of the data provided for accuracy, and to determine the reliability of said information. 4. The U.N. will field and maintain an investigatory force, whose task will be to investigate reports and collect field information, advise, and in some cases propose action to the United Nations for approval. 5. Infrastructure funding for the database will be funded by the auction of sized criminal assets, and voluntary tariff measures, and will lead to an increase in police budget funding.

While most of this can be considered a kind of roleplay, the mention of UN Delegates cuts this a little too close to being a game mechanics violation for my comfort.

Quoting real-life statistics is fine, as it illustrates the problem you're discussing. However, Item #1 attempts to amend a real-life piece of American legislation. Item #4 attempts to delegate the responsibility of enforcement to a real-life government agency. So, this is a rea-life proposal.

Item #3 sound ridiculous and may (or may not) constitute being "unworhty of the UNs consideration". 500% tax? Is this supposed to be a prohibitive tax? The author might want to point this out in the proposal text before trying this again; it'd probably be more worthwhile just to ban certain things outright.

We propose that all member nations establish a new viable plea into the court systems in addition to the regular, "guilty, not guilty, and no contest," pleas. We introduce the ever-effective, "he needed killin'" plea.

Citizens accused of a homicide may enter this plea as an alternative to the "no contest" plea and receive a potential reward for ridding the world of yet another nuissance.
First, this isn't necessarily "Gun Control" as you can just as easily bludgeon someone with a lead pipe. See the "Clue" board game for other murder methods. This does relate to personal freedoms; the author is really talking about removing restrictions on personal behavior. That would technically make it "Human Rights" (which removes restrictions on personal behavior), though I'm wary of actually giving this official backing as the notion of "he needed killin'" seems too run contrary to the concept of "Human Rights"*. Anyway, I figured I'd post my quick run-through of the proposal list, especially since I've been doing this more and more lately.

Banish Pants
A resolution to improve worldwide human and civil rights.

Description: It's a conspiracy. The clothing manufacturers sell pants from sizes 0-230948 for women, which type casts them into a specific size. Extra large women and men have hard times finding pants that fit, so.. in an effort to make all people EQUAL.. there should be one size fits all Moo-Moo's or kilts for the men.

You will not be able to fit a size 16 woman into a pair of size 2 pants. This reinforces the fact that NOT all people are created equal.

It's a conspiracy by the clothing manufacturers. -.- If everybody wore moo-moos then people would not be able to judge you by the size of your pants.. but rather.. the size of your heart.

This hews too closely to Real World concerns. While it doesn't cite specific RL studies, the numbers given are clearly real world based. This is a case of a nation being too specific. Removal of the numbers would probably make this acceptable.

Description: The world has had lots of bloody and meaningless wars, which have taken the lives of countless innocent people, and ruined even more peoples’ lives. Nowadays all large and important nations are united in the United Nations, to prevent great wars and to improve the cooperation. However, small terrorist organisations and rebel movements can still cause a lot of suffering and disrupt societies, because they can easily get weapons. By exiling all deadly weapons from this world we will make it much safer here. This does not mean that the governments are completely impotent now without any weapons, because there will be one organisation in this world which may carry weapons and use them: a permanent UN army, which will intervene everywhere on the world and keep this world a peaceful place. This resolution means that:

1. The posses of any lethal or possibly lethal weapons is prohibited in all UN member states, with exception for the newly created UN army.
2. Production, transport and trade of lethal weapons will be. Governments must actively prosecute production, transport and trade and punish it.
3. There will be a UN army, and all national armies will vanish. It will be able to operate everywhere in the UN member states. They are the only ones allowed to carry weapons.

Paragraph 1 and 3 must be introduced within a month, paragraph 2 within 3 months. Hopefully thanks to this resolution war will disappear once and for all from the world.
Numerious violations here. First of all, this is Global Disarmament, not Gun Control, as it is banning all lethal weapons. Second, Point 3 creates a UN army: the UN doesn't get an army, ever. The implimentation schedule is a game mechanics violation as resolutions are implimented immediately, in their entirety.

Dream Theater

Description: These guys rock and its only the decent thing to make people listen to them. People around the world should be entitled to hear great music and by doing this they would learn how good in fact Dream Theater are. Musical virtuosity must be emphasised and Dream Theater are the best example to do so.
Dream Theater does indeed kick ass. I've got all their albums, they're currently in my sig file, and I've seen them live three times.

Unfortunately this isn't really worthy of the UN's time, and one can't assume that Dream Theater exists in NS, as they are a real world band. Pity, because they really are a damn fine band.

All theological differences will be argued under the guidance of ARSE resulting in debate rather then conflict. Meanwhile the rest of us get on with enjoying life.

Description: Description: In light of recent events within the world, it has become clear that individual states can no longer keep track of all events and happenings on their own.
Thus, the Foreign Intelligence Organization proposes that:

1. All intelligence agencies within and under the the funding, operation, and/or cooperation of the government of any state of the United Nations must share all reports and information with the intelligence agencies of all other nations.

2. In each and every nation of the UN, a flat funding of ten percent of collected taxes shall go toward intelligence agencies and operations.

3. When intelligence operations find terrorist or similar attacks likely, UN Resolution #1 will come into effect, allowing free use of military weapons by all members of the the United Nations.

4. When intelligence operations find terrorist or similar attacks likely, UN Resolution #75 will come into effect, cautioning all member nations to be aware of any nuclear technology within their borders.

5. If any member of the United Nations violates any of the above, they will no longer be a member of the UN.
While skirting the line of creating a UN army, this proposal really falls apart at point 5. The UN does not eject members for noncompliance (complaince is forced, after all).

Description: Due to public nudity being on the rise, and fashion being in the disgusting state that it is. The UN must take action to not only force people to wear cloths but to force upon them an acceptable form of "Western" dress.

This resolution will require nations to require their populations to:
1) Wear dress shoes, dress socks, nicely pressed slacks, underpants (not boxers), a wrinkle-free button up shirt, and a tie (bow ties will be acceptable).
2) Women may substitute a blouse or skirt provided that it reaches below the knee. Should a woman chose this subsitution then they shall be required to wear high heals.
3) The penalty for improper dress shall be determined by either a regional meeting or the nation itself, though may not be under 5 years in a correctional facility or equivalent.
4) The afformentioned points apply to a person both in and out of their house/place of residence. The government shall set up an anonomous tip line such that people may call in and report those who are attempting to break this law in a private place (ex. their house). A reward of $500 shall be issued to tipsters for each guilty conviction, payable by the nation.
5) There shall be one "casual" day that shall be granted to each person each week. This day shall always fall on Friday, or the 5th day of the 7 day week. On this day people shall be free to dress as they please provided they do it in their home/place of residence, and that all blinds/doors/windows/ect to the room be closed and they be alone, furthermore they may not be in any room that can be viewed from the outside and has no method of completely obstructing this view employed.
6) Furthermore, each nation shall be required to have students take a class(es) on the benefits of proper dress. This class(es) shall require a minimum of 154 instuctional hours, of which at least 30 hours must be "lab hours" as defined by the University of California Educational System.
The proposal is a little dubious in the first place, but point 6 crosses the line. The "University of California Educational System" does not exist in NationStates. Real World violation.

Description: The Rome Statute for the Establishment of the International Criminal Court

One of the primary objectives of the United Nations is securing universal respect for human rights and fundamental freedoms of individuals throughout the world. In this connection, few topics are of greater importance than the fight against impunity and the struggle for peace and justice and human rights in conflict situations in today's world. The establishment of a permanent international criminal court (ICC) is seen as a decisive step forward.

How will it work?
1. The judges will be selected from every region in the world.
2. Eash case will be diliberated upon in it's own forum tread.
3. Any nation, regardless of membership status in the United Nations may bring a case before the ICC. The judges will then decide whether the case has merit. If the they choose to bring the alleged criminal/s to trial, the nation of their origin will be their defender, regardless of the whoever brought the case before the court. If the the judges deem the case outside of it's juristiction then there may be up to 3 apeals if new evidence arises.
4. The prosecutor in each case will depend on the nation of origin of the alleged criminals. If the nation in question is the defender then an ad hoc investigative commitee made up of a number of the judges will act as prosecutor. Those judges in the commitee will not be making any pronouncement of judgement in that case. If the nation in question is not the defender then they will be the prosecutor.
5. The ICC will pronounce it's judgements according to international law legislated by the United Nations in it's resolutions, regardless of membership status of the nation/s in question at the trial. If the judges cannot come to a unanimous decision then a simple majority will represent the court's decision.
7. An appeal may be requested if signifigant evidence in favor of the defendant is brought before the court. Every criminal is entitled to 3 such appeals.
8. All United Nations members are abliged to assist the court in it's operation, with communications made along the official lines.

What does this resolution do for you?
Primerally the resolution allows for a more interesting role-playing experiance in the forums. However, the resolution in essence means that crimes against humanity like genocide, and mega-terror attacks such as 9/11, will not be using the national criminal justice systems resources, so that those resources can be shuffled into other areas of law enforcement. Therefore the level of crime will be reduced without requiring increased taxes or more police.

Any revision regarding the operation of this resolution (including number of appeals and choice of the members of the court: judges, defence, prosecutor), may be made by decision of the court itself.
This proposal mandates certain kinds of forum activity. UN proposals may not mandate forum activity.

Unconventional Weapon Disposal

Description: United Nations Resolution #16, the "Elimination of Bio Weapons," fails to define what said "bio weapons" are. It also falls short of suggesting how and when they should be disposed, and it doesn't address how the resolution is to be enforced.

This Act serves as a replacement for United Nations Resolution #16.


ARTICLE I: THE INTERNATIONAL DISARMAMENT ASSOCIATION
Upon the implementation of this act, an International Disarmament Association (IDA) shall be formed to enforce the disarmament standards outlined by this act.


SECTION I: FORMING THE IDA

CLAUSE I:
The IDA shall consist of elite members of the science and medical communities of each nation of which is a member of the United Nations.


SECTION II: IDA STANDARDS

CLAUSE I:
The IDA shall ensure that nations of which are members of the United Nations are disposing of chemical and biological materials in a manner that satisfies Article II, Section II of this act.

CLAUSE II:
Any additional IDA standards may be voted on by nations of which are members of the United Nations.



ARTICLE II: CHEMICAL AND BIOLOGICAL WEAPONS
Chemical and biological weapons are hazardous both to the environment and to the health of every person on this planet, and shall henceforth be banned from all nations of which are members of the United Nations.


SECTION I: CHEMICAL WEAPONS

CLAUSE I:
Chemical Weapons shall be defined herein as weapons whose means of destruction include releasing chemicals classified as “deadly,” or “harmful,” by the IDA.

CLAUSE II:
Biological Weapons shall be defined herein as weapons whose means of destruction include releasing bacteria or viruses classified as “deadly,” or “harmful,” by the IDA.

CLAUSE III:
All nations of which are members of the United Nations hereby cease in the production of chemical and biological weapons.

CLAUSE V:
All nations of which are members of the United Nations shall cease in using chemical or biological weapons immediately upon the implementation of this act.

CLAUSE IV:
All nations of which are members of the United Nations shall destroy any biological and chemical weapons they currently have in a method that satisfies Article II, Section II of this act.


SECTION II: METHOD OF DISPOSAL

CLAUSE I:
In order to prevent pollution and environmental hazards, chemical agents that had previously been used in weapons shall be broken down into their natural elements and distributed to laboratories and corporations that may find said chemicals useful.

CLAUSE II:
In order to prevent any bacterial or viral epidemics that may be unintentionally caused by dismantling biological weapons, biological agents that had previously been used in weapons shall treated with enzymes until they are deemed harmless by the IDA. Any biological agent, which fails to comply with IDA standards, shall be cryogenically frozen to prevent its distribution.

CLAUSE III:
The IDA is in the position to enforce all standards outlined by Article II, Section II of this act, as well as any other standards voted on by nations of which are members of the United Nations.
Amendment proposals are not allowed. You must repeal the earlier resolution, and then pass the replacement.

First, this has nothing to do with political freedoms, and is therefore not "The Furtherment of Democracy".

Second, it's not clear if you're forcing companies to offer paid vacations (decreasing economic freedoms and therefore "Social Justice"), or if you're forcing people to take vacations (decreasing personal freedoms and therefore "Moral Decency").

Description: We should elect a garden gnome as the President of the entire world. The garden gnome thus selected should be of the solid concrete variety, for increased political stability. The garden gnome should be painted, for aesthetic appeal.

This is the first step to an effective international government. The creation and international recognition of the office of a supreme ruler of the world is far more important than the ability of that office to exercise power.

Once there is loyalty to the garden gnome on a planet-wide basis, the garden gnome may subsequently be replaced by a real live human, robot, or farm animal as determined by the UN.
Establishing a supreme ruler is, in-and-of-itself, not worthy of the UNs consideration. Establishing a lawn gnome as supreme ruler is even less worthy of the UNs consideration.

You may address a serious situation in a jovial manner, but joke proposals solely for the sake of joking are not allowed.

Anti-Terrorism Measures

In NationStates, we move that members of the UN should do all they can to protect democratic governments from being manipulated by Oligarichal political parties. Licentious fanatics with only their self-interest in mind should not run any world government.

Democracy must not be manipulated in any way, especially in the case of a close race. That would allow extremist groups come to power in a country of generally moderate, liberal, middle class people.

We therefore move that Nations should unite efforts to stop:

1) Disenfranchisement of Minorities.
2) Posthumous Voting.
3) Conflicts of Interest in Local Government.
4) Conflicts of Interest in Media Broadcasting.
5) Conflicts of Interest in Electoral Committees.
6) Bribery.
7) Corporate over-sponsorship.
8) Virulent Disqualification of Ballots.
9) Intentionally poorly organized and placed voting stations which cause people in districts politically opposed to a party to wait long stretches of time to vote.

Surely, under no cirumstances should any democracy be manipulated by such flagrent and corrupt actions. Any individuals or groups proven to directly involved in such fraud should be prosecuted to the highest letter of the law, even to the point of life sentences.
There's still a mention of the United States. Adding "like" does not mitigate the problem, the USA is still irrelevant to NationStates. This looks to be more of a rant against the recent elections more than anything. Also, the snide comment in the begining doesn't belong either.

Land for all

Human trafficking is against human rights, measures should be put into action to prevent and fight against this inhuman practice. It is already illegal, but many nations do not know how to deal with it, as it is very hard to recognise human trafficking and arrest the traffickers.
This is why this resolution proposes to:

1) Assess every nation's situation concerning human trafficking, and create an electronic database containing 'maps' with the usual routes of traffickers in order to better fight against it;
2) Ameliorate border control institutions by executing random searches of suspect vehicles and training personnel to recognise cases of human trafficking;
3) Officially view human traffickees as victims, and not as criminals;
4) Create a program for the integreation of traffickees, making it possible for them to access psychologists, lawyers and translators if needed, and to pursue their education and search for a job;
5) Consider individuals awaiting the traffickees as criminals, on the same level as the traffickers;
6) Create international programs which would facilitate legal proceedings concerning the extradition of foreign traffickers to their country of origin;
7) Reccommend the reunion of the UN Global Programme Against Trafficking of Human Beings (UNGPATHB), the UN Human Rights Commission (UNHRC) and representatives of all member states in a meeting held every three years which would :
a.discuss human trafficking and its prevention on a worldwide scale,
b.explore solutions to national problems individual countries may be experiencings,
c.revise international treaties, declarations, and conventions regarding human trafficking;
8) Ask member states to review their judiciary system, and ecourage nations to make judiciary decisions harsher towards traffickers and individuals awaiting the traffickees, in the hope that it will discourage traffickers from continuing.

This resolution was written in the hope that human trafficking diminish on a worldwide scale.
This was deleted for one reason only: This subject is already covered by UNITED NATIONS RESOLUTION #68 "Ban Trafficking in Persons"

Article I: All nations have control over the gun regulations in their own country and should be determined by each nation.

Article II: The United Nations does not have authority over the personal security of citizens in member nations. However, that in the interest of civil rights, that all gun rights given to one race, sex, etc. shall be given to all other groups within that country, within the realms of common sense.

Article III: Any citizen must follow the gun control regulations of the country they reside in, unless exceptions are made by the government.

Article IV: This resolution does not address assault weapons, or any type of army weapon.

Article V: All resolutions that are for or against universal Gun Control that are in direct violation of this resolution and should be eliminated unless they call for the repeal of this resolution.

Gun control is both in the realms of security and civil rights. To ban frearms would be a violation of civil rights and to allow all firearms would violate the security of citizens. Presented with this dilema the only possible solution is to allow individual nations to determine gun control.

The Republic of Zervok would also point out that the fact that there is a category for Gun Control shows how devisive this issue is and therefore a moderate position should be taken.
Articles I and II restrict what proposals the UN may consider. If you think the UN should stay out of Gun Control legislation, then submit Repeal proposals for previously-passed UN resolutions.

Article V is unclear, but sounds like it's reaffirming NationStates rules, which is neither necessary nor allowed.

1.The UNGDA states that the GDI will only act under the interests and command of the UN via the appointed Head of State.
2.The UNGDA states that the GDI will be mobilized to counter the impending threat of Nations assuming roles of Hostility with ideals of conquest.
3.The UNGDA states that the GDI will aslo be mobilized to Nations requesting International involvement in Peace-Keeping Operations.
4.The UNGDA states that the Rules of Engagement will not breach the interests of other Resoulutions concerning fair treatment of POW's, discrimination of Races and Cultures, Genocidal Tecniques and Tactics in Warfare, use of weaponary against Civilian Targets and the follow on of service to the interests of the UN.

Second, a mandate to recycle ALL of a certain substance is virtually impossible. Following the economic law of diminishing marginal return, the cost of recycling a larger and larger percent of a substance costs the country more and more, until the cost to increase the amount of recycled by a small fraction of a percent requires astronomical expenditure of resources.

Third, the resolution is too vague in explaining how nations are supposed to go about meeting its requirements. It does not specify how UN nations are to meet this heavy recycling burden, and offers no venues other than the nations' own resources. Furthermore, it has no provisions as to how the recycled material will be put back into nations' economies. This resolution isn't even a resolution, as such, it is simply a command.

For these reasons I propose that the United Nations repeal this resolution.
This proposal was not actually deleted, but contains certain misconceptions that I want to correct.

First, the burden for implementing UN resolutions has always been on the UN member nations. The burden always will be on the UN member nations. Whether you pretend that each member nation has to accomodate this in its budget directly or you pretend that UN member nations pay annual dues to the UN, the burden is somehow on the UN member nations.

Second, a resolution is a command, at least as far as NationStates is concerned. The UN passes a resolution and the UN member nations must abide by it.

By setting up a minimum of three (3) computer network systems on three (3) different continents, all businesses would have the choice to store important information on a secure system, which would then be shared through the other remaining systems.

The Emergency Disaster Recovery system will be hereby referred to as "EDR."

In time of a disaster in the region of the businesses or persons who input secure data into the EDR, their information will not be lost. They will be able to retrieve all needed information and account numbers, passwords, et cetera, though a security system.

Reasoning for having separate systems on separate continents: Each continent has its own risk for natural or unnatural disaster. By spreading out the EDR to multiple geographic locations, no information would be lost due to a natural or unnatural disaster in any one single region.
I'm not sure what category this goes in, but it's not "Environmental". "Environmental" is about preserving the environment. This proposal is about protecting records against mass destruction.

STATES that passage of this resolution is NOT intended to create mandatory death sentence guidelines in any nation, in any way, shap, or form.

Along with anti-smoking campaigns to alert people of the health incursions this could combat smoking and reduce about 45% of illness related deaths in 30 years time.(statistics based on world average.)Adding to this 90% of cancer related deaths would be reduced in 15 years.

As you can see this would be a massive saving of life, in the tens of millions on a worldwide scale. After the tax had been put to full use over the 30 years it could be reduced or increased to suit the UN's needs. The profit could be used to fund thuasands of projects.

If the tax didn't lower the number of smokers it would still make an enourmous profit. If it did lower smoking numbers then even though it wouldn't make such a large profit it would have lowered the number of smokers. So ever way it would be a sucsess.
You're taxing smoking, you're not outlawing it. This belongs in "Social Justice".

Wrong category. I think this is belongs in "Moral Decency" since you're limiting who you can send advertising to. It's arguable that this might actually go in "Social Justice" since advertising and spyware are primarily commercial activities and you're therefore reducing economic freedoms, not personal freedoms. But, in either case, this has little to do with police or military budgets.

2.5. The JIC protects the non-invader regions.
2.6. The JIC have the right to organise an invasion if they deem it appropriate for the protection of peace.
2.7. The JIC have the right to appoint spies and other such agents to make sure invasions are reported and investigated.
2.8. The JIC investigates an invasion and if a majority of the members deem it Just, no action is taken. If the majority deem it unjust sanctions can be taken, including:

a. The Full name of the person, must write an application to the UNRP detailing his/her religion, age, Family members and their religions, Location, Nationality, and Occupation.
c. The UNRP will review the application, by checking with the government of the state where the applicant lives.
d. If these criteria are met, the applicant will be approved and given an identification number, from which he/she will be listed on the protection list.

4. DECLARES that members on the list with identification numbers are protected from governments oppression on their religions, accusations from citizens of any nation, and can file suits against any government or person that has offended his/her religion.
