UN Committee on Illicit Arms Trafficking: Nominations

Galdago
12-05-2004, 23:56
This thread has been posted in tandem with the passage of the UN resolution entitled "Reduce Black Market Arms Sales." The resolution requests the formation of an independent UN council to consider the problem of illegal arms sales and consult UN members on the scope, agenda, and dates of an international summit regarding the black market trade of small arms and light weapons. The committee will be chaired by a representative from the Commonwealth of Galdago, Seth Werthmann, former advisor to the Minister of Defense and man-portable firearms expert. There are eight additional seats to be filled on the committee, and nominations are being sought for ambassadors from UN nations to fill these positions.

The nominations process will take the following format:

- Nations will submit a communique here including the name and qualifications of an individual who wishes to volunteer his or her services to the committee

- Nominations will be closed Saturday, 22 May 2004, at 21.00 GMT -6 (Central Standard Time).

- If more than eight nominations are received, nominees will be listed on a polling site to be disclosed at a later date and will be dually elected to the committe by plurality vote of UN members. If only five to eight nominations are tendered, nominees will be automatically appointed to the committee. If less than five nominations are received, nomination submission will be extended for an additional week, after which time voting or committee appointment will proceed.

- (OOC: When submitting a nomination, it may help us all decide ICly which candidate to endorse if you have some sort of relevant OOC qualifications that make you particularly qualified for the position. People such as dedicated policy researchers, weapons experts, and law enforcement officials are definitely encouraged to submit an application, and I'm sure there are bound to be a few of you poking through the UN forums.)

There is a grueling schedule of work set out for this committee, and I would request that only people who are willing to see this committee through to its final recommendations to UN members post their nominations here.

The committee work is roughly scheduled to take the following form:

- Telegramming delegates who voted for the proposal to request their views about the scope and agenda for the international summit

- Compiling response data and selecting target subjects to be addressed at the summit

- Researching target subjects for the summit and generating presentations based on the research

- Generating a meaningful agenda for the summit

- Generating a meaningful format for the summit

- Compiling results of the summit and doing post-work to compile a comprehensive set of recommendations to States on programmes to network internationally in the fight against black market arms trading

If you're not willing to stick it out through the whole process, which will conceivably take months, please do not submit a nomination from your country. I look forward to working with you all to generate a meaningful way to bring stability and peace to nations world-wide.

Does this mean I have to stop smuggling arms to right-wing white rebel groups seeking to overthrow their governments?
Also, does it mean left-wing communist nations will have to stop smuggling arms to the negroes that seek to overrun my nation.

I style myself as an expert in my knowledge of small arms and light weapons. Therefore, I nominate myself. This is no joke, I am serious. I think I could do a darn good job.

Considering that not all nations are represented by as seasoned international diplomats, I would recommend that consideration be given towards holding open hearings and that observer nations might be allowed to attend as well.

If more than 8 other nations apply, it might be in the interest of the committee to go ahead and nominate "alternate" positions as well. These would be nations that would be cced and automatically considered observer nations, with the understanding that should a vacancy be created they would fill that vacancy until such time that regular position is refilled (perhaps even formally by the alternate committee member).

The reason I bring up both points, is I'd like to see nations not being afraid at participating in this process. :)

That said, I hope that the committee will still agree to hold the conference in Miervatia, as my government and my neighbors are extremely excited about the chance play host to many of your nation's leaders and experts in the fields of small arms and black markets.

All proceedings of the committee are to be held openly on the UN forums and it is part of the committee's duty to seek the views of all UN member nations on the scope and agenda of the summit. As such, there will also be a running thread for UN members to comment on what they wish to see addressed at the summit. However, decision making abilities will be limited, necessarily, to these nine ambassadors.

This sounds wonderful, as it means those of us who have only a limited knowledge base will stand to learn.

This committee could establish a new standard for how things are conducted. I am certainly looking forward to this all, but I have one additional suggestion:

This forum is often lagged. It would be nice to mirror the deliberations that the committee finds important on a less impacted medium / site. It need not be interactive, but having a site that would merely catalog critical material could prove to be an asset for the conference itself.

* Du bureau du représentant de Komokom :

Salutations à vous mes diplomates de camarade,

Je suis le Représentant de Komokom. By virtue of the power vested in me, and for the purpose of the afore-said, I formally declare my offer to give my service to the comité indépendant des Nations Unies regarding the "Réduisez Les Ventes D'Armes De Marché Noir". I do so aware of the probable, declared, work load, and state my conviction in preforming my duties to the best of my abilities.

J'attends humblement votre décision,

L'attention, le suivant est OOC :

My real life qualifications are quite slim I would think;

I am 18, a TAFE student studying Certificate 4 in Lab Technology, and going on next year to study Pathology, which I hope will lead into blood working. So I've an I.Q. slightly greater then that of the standard nOOb we see here one could say. I've also been here since ... Aug ? last year. Experience counts, I hope. In my senior studies last year I'd done two years of legal studies, and still have an Australian Excel legal text-book banging about in my room some-where, oh, yeah, and I am in Australia, Sydney Time, there about ...

* I am interested in this commitee, as its the first I've seen in playing here that seems organised enough initially to take flight. I consider this an important moment in history here, such player involvement could take us into a golden age of serious interest, and with a server move to provide a more stable playing environment at last ...

Well, lets just say I am made very happy by the ... potential of this matter. Oh, did I mention, my full time study load means I study on campus monday, tuesday, and friday, full-time, from 9am-5pm, though travel time means about 7am-6pm, but since I may be getting broad-band soon, as well as most other days being free for this ...

Well, I hope I have something to offer here.

My regards, The Rep of Komokom.

The Government of Telidia welcomes the nomination for the member from Komokom. We have noted their comments in previous debates and have been impressed. Since our nation is very new to the UN, it would be presumptuous of us to seek nomination and as such, we feel our efforts would be better served seeking qualified nominees from our region with the help of the regional government. I have already contacted our Foreign Affairs department requesting them to do so.

In addition, if is agreeable with all other members, I have been specifically requested by my government to offer logistical support to the committee should the committee be in the need of ‘extra hands’ so to speak.

Respectfully
Lydia Cornwall, UN Ambassador
HM Government of Telidia.

In addition my current career involves developing strategies for analysing data from various sources so I believe this experience would also be beneficial. Finally, I’ve also undergone extensive financial training, which included looking at finance from an international perspective.”

Esteemed sir, I have been told to inform you that Caras Galadon would like to offer the services of Chief Weapons expert Torin nan Huor to sit on the comitee. Caras Galadon being a large, old nation with the devout beleif that on this issue there will be differences among countries due to differences in government types and individual problems. Mr. Torin nan Huor shares these views and we beleive his specific skills could be useful ot the comitee

OOC: My OOC qualifications. I have no professional ones. I do however, have a vested interest in political issues, am well ifnormed on most of those issues, and beleive that moderation is the key to most things. I beleive I could be another voice of reason and moderation on the comitee.
