Having Realized that the ISTE Proposal No matter How much I slimmed it down could not fall below the 601 Char limit imposed I have choosen rather to split it into 4 dif proposals.
Proposal 1
Name: Malagonia Prize
Believing it, in the best interest of all, to continue furthering technology and science.
Seeing the need for recognition of scientific achievements.
Affirm the following,
A week each year should be set as "Science and Technology Endevours Week". It is suggested, that nations need their educational systems to promote these fields strongly. Requesting public recognition within each nation and the UN for outstanding achievements these fields. Except when doing so could breach the security of said nations or UN.
Proposal 2
Name: Tech Asst Fund
Noting that many still lack a multitude of technologies that others take for granted.
Create a Fund to Help disadvantaged nations acquire lacking technologies and assist in scientific research. Controlled by COM made of at least 1 delegate from each region. Requiring a min. of 25% of votes to perform business. Be accountable to GA for distribution of funds. Nations found to misuse funds must pay reimbursement. Receive requests for assistance and disburse funds. Not disburse information or data to nations, prohibited by UN Resolution.
Proposal 3
Name: International Science Lab
Seeing need for UN to aid those who need these technologies, education. Create int'l coop. lab who reports to the science COM. COM is comprised of 10% of member nations. 1 nation from a region may be present in the COM . Seats are rotational, held for 2 years, no consecutive terms. Schedule for seats must be set by GA within 1 month, upon resolution passing. File monthly reports with the GA on all research, experiments, and results, not withholding any information or data. Any nation keeping information or data withheld, having been found to conspire or act unilaterally, forfeit their seat on the COM and may not hold a seat for at least 10 yrs; GA may impose add'l sanctions. Give direction to lab; set clear path of study.

Name: Int'l Science Lab Def.
Realizing they the responsibilities of the International Science lab are lacking proper definition.
Lab Responsibilities are:
Conduct scientific research as set forth by COM. Prior to experimenting get authorization, to prevent ethics violations as defined by UN resolutions. Filee complete reports with COM weekly. Restraint of information and data may not be proscribed for any nation other than that which is covered by UN Resolution (Tech Asst Fund).
(note proposal 4 is only needed if proposal 3 passes)
