This proposal will not only affect civil liberties but also force all nations to increase police/military spending. all peace-loving nations should oppose this resolution

Which civil liberties? All we're doing is making a concerted effort to enforce laws that are already in place in individual nations.

The reason this falls under the security category is because it's intended to prevent the spread of illegal arms to conflict zones - places like the RL Angola, Mozambique and Sierra Leone, where bloody civil wars have torn apart the nation - largely fuelled by black market small arms. Enacting this proposal will decrease the scale of such conflicts.

The proposal doesn't BAN anything. It doesn't ban your nation's right to owning small arms and light weaponry. It doesn't tell nations to deny their citizens the right to bear arms. If you'd read the thing you'd know that it's a resolution to network States internationally to fight illegal gun trafficking. I can't be arsed to debate with people who won't even TALK about what's at hand.
