Believing it to be in the best interest of all of mankind to continue to futher technology and science in general, so that all may better understand the foundations of the universe and further communication and exploration.
Noting that many NationStates still lack a great many technologies that other NationStates take for granted.
Recognizing the need for this governing body to aid those who are in need of aforementioned technologies, scientific education, and research assistance.
Affirming the following,
I. A week within each year should be select and declared "Science and Technology Endevours Week".
A. it is suggested, during which all member states should have their respective educational system promote these fields strongly.
B. Requesting public recognition within each member state and this body for outstanding achievements in scientific and technological endevours. Except where doing so could potential breach the security of said member states or this body as a whole.
II. Two funds, sustained by donations from member states, setup to,
A. Help those disadvantaged member states acquire and utilize lacking technologies and assist in internal scientific research.
1. To be controlled by an oversight committee made of at least 1 delegate from each region.
a. Requiring a minimum of 25% of said body's votes to perform and business with said fund.
b. Shall be accountable to the Assembely for disbursement of funds. And member nations whose delegate are found to misappropriate said funds will be responsible for reimbersment.
c. Shall receive requests for assistance and disburse funds as decided by on this committee.
d.(amend) Shall not disburse information or data to member nations that is in direct conflict or prohibited by UN Resolution as passed by the General Assembly.
B. Develop an International cooperative research center who reports directly to the scientific development committee.
1. (Revised) To be controlled by a body comprised of 10% member nations.
a. (Revised) No more then one member nation from a region may be present within this committee. Each seat within this committee would be rotational, in that each seat would be held for 2 years, and no region would be able to hold a seat for more then 1 consecutive term.
a(1). Said rotational schedule should be selected and set forth by the assembly general immediately, defined as within 1 month, upon adoption of this resolution.
a(2). File monthly reports with the General Assembly on all research, experiments, and results, not withholding any information or data.
a(3). Should any member nation attempt to have information or data withheld for any reason, having been found to conspire or act on unilateral accord, they will forfiet their seat on the oversite committee and may not hold a seat for a period of no less then 10 years. In additional, additional sanctions may be imposed by the General Assembly as deamed fitting by said body.
b. Giving direction and guidance to said research center and determine a clear path of study.
2. (amend.) Responsiblities and duties of the UN Research Lab
a.(amend.) Conduct scienfic research in fields as prescribed by the oversight committee.
b.(amend.) Get authorization for all experiments from the committee prior to performing them, to prevent possible ethics violations as defined by UN resolutions.
c.(amend.) File complete reports with the oversite committee on progress and results of research and experiments.
3.(amend.) Restraint of information and data may not be proscribed for any member nation other than that which is covered by II.A.1.d
4.(amend.) The Intillectual property, facility, equipment is under the sole ownership of the General Assembly.
a.(amend) No member nation shall interfere with the operations of the UN Research Lab. The governance of said lab is under the control of the oversight committee. However, the ultimate authority of the General Assembly may override the oversight committee, if the need arises and there is a plurality concensus from the General Assembly.
