Believing it to be in the best interest of all of mankind to continue to futher technology and science in general, so that all may better understand the foundations of the universe and further communication and exploration.

Noting that many NationStates still lack a great many technologies that other NationStates take for granted.

Recognizing the need for this governing body to aid those who are in need of aforementioned technologies, scientific education, and research assistance.

Affirming the following,

I. A week within each year should be select and declared "Science and Technology Endevours Week".

A. it is suggested, during which all member states should have their respective educational system promote these fields strongly.

The above is an EXCELLENT idea.

[OOC: I'm thinking that this reads like a NS version of a Noble Prize and week when all countries celebrate their advancements.]

B. Develop an International cooperative research center who reports directly to the scientific development committee.
1. To be controlled by a body comprised of 15 member nations.
a. No more then one member nation from a region may be present within this committee.
b. Giving direction and guidance to said research center and determine a clear path of study.

My first concern however is that 15 member nations in a UN of 10,000s of nations and 2,500 regions seems rather small.

I say this, because I'd like to ask that a North Pacific nation set on your proposed body. If not my nation, I'm sure one of my neighbor states would be thrilled to sit on the center's board of directors.

[NOTE: formatting is lost on an accepted resolution, but visually a bit more white space might actually generate more replies.]

I'm curious to see how other nations feel, but if there is a large response, I'd urge that the 15 member nation panel be increased. I understand this is just a panel for the center, but looking at how the NS UN's standards for endorsements is only 6% (a number not that unrealistic based on scientific organizations I'm involved with when talking about quorums), I'd bump membership up, and the quorum down.

His Holiness the Governor-General must object to the seat count.

His Holiness argues Article II.B.1 be comprised of the United Nations Delegate from each Region sponsoring a United Nations Envoy. His Holiness presciences the proposed, and very limited, seat count will create an oligarchy within the United Nations who will control who may and who may not receive necessary humanitarian assistance.
His Holiness must lodge objection until this glaring oversight is corrected.

Actually, when I wanted more nations, 10% takes the centers steering committee up to what, at least 1,000 members (assuming there are over 10,000 UN member). That is IMO too large. I thought 15 was too small, but that was because I was comparing it to the current 152 endorsements required for a proposal (based on 2500 UN Delegates). I'd say a better number and realistic number might be 30 to 50 member states.

The Confederacy of Alphared, as regional delegate would be willing to endorse this proposal, as is or with an increase in the disputed clause.

His Holiness the Governor-General gives voice to his approval of the proposed legislation at this time and encourages any and all envoys to likewise to offer their support to this legislation, which if ratified, will promote peacefull scientific exploration which will no doubt increase the quality of life and prevent armed conflict through the whole of the world.
