Is the length of time in which a proposal has for reaching quorum a game mechanics issue, or is it a moderator controlled issue?
Granted, I don't have any official capacity, but I would put that in the game mechanics category. General rule of thumb I use: if implementing the change would require any change in the game's coding, it's game mechanics.
