The Democratic Repulic of Boozehoundia has officially cast a negative vote on the matter at hand.

There are clear reasons for doing so.
First, the creation of a world blood bank would ensure that none in need would have access to the blood contributed due the inevitable mountain of bureaucracy that would spring up. Secondly, the world being rather large means that transit times would be quite long - in short, the blood/tissue that was needed probably would not be made available in a timely enough manner as to be of use. Thirdly, different blood screening techniques used by the member states of the UN present a huge hurdle. Any contaminated deposit could destroy the bank and its pool of blood and tissue - thus undoing all the hard work done and would subsequently cause member states to limit or cease cooperative efforts with the bank and/or the UN. Perhaps a better way to handle the issue of blood and tissue donation is to create regional centers for researching and implementing the proper technology to produce blood and human tissue or meerely regional blood/tissue banks.

Unfortunately, the present formulation of an otherwise bright idea must be strongly opposed until such time as an implementable solution is proposed.
