1. Something passing by a small margin. Clearly that means there are a lot and I mean a lot of nations that do not want a resolution past.

Conclusion. 66% to pass

2. The UN delegates from the Pacifics (North, East, West, South, etc) have too much power and did little to gain it. They get new nations popping up regularly without having to recruit like a normal region. All that power from most UN nations that dont give a damn, in one persons hands is not good.

Conclusion. The Pacifics shouldnt have UN delegates.

If a nation votes For a resolution, they want it to pass. If they vote Against, they don't. If they Abstain, why do we care what they want?

Quite the contrary. Two of the Pacific Delegates (Francos Spain and 1 Infinite Loop) do an awful lot to ensure they have the power they currently wield. The former runs a highly efficient police state in which any opposition is ejected. The latter provides a vibrant region and helps (some) newer nations out. Maintaining power in a larger region is infinitely harder than maintaining power in a region of 10 friends.
Additionally, the power wielded by the 4 delegates (5 if we include Kandarin in The Rejected Realms) has been shown to hardly have any impact in the final analysis. By this I mean, the number of votes they have will only decide if a resolution passes or fails if the vote is exceedingly close. No vote has ever been that close. I don't have the numbers for this, but others do.

Finally, both suggestions are contrary to the mechanics of the game.

Let's not go taking votes away, that's undemocratic and will lead to resentment and possible aggressive action.
