I am unclear as to the procedure for makind proposals to the U.N. Thus far I understand (2) two endorsments are needed in order to make a proposal. How does one achieve endorsements? :?

Ask a nation to endorse you and they will click over to your nation and will click on the "Endorsements" opion, you can see it near the bottom of the page, above telegrams. However, for someone to endorse you and vice versa, you have to be in the same region. Usually someone will ask you to join their region (especially since you've posted that you're looking for endorsements).

After you've received 2 endorsements, go to the front page of your nation and look towards the left hand side of the page. You should see "United Nations," click on it. In there somewhere, you'll see an option to propose a resolution. Enjoy!

However, it takes more than just "asking" to gain endorsements. You have to earn them, for the most part.

Erm, thats not entirely true. Early in our tenure as a nation, our President simply sent out telegrams asking to be endorsed, and watched the international recognition just kind of pour into our laps. Come to think of it, we've been endorsed by a few people who didn't get telegrams.

The random beg and whine method does have its merits.

That's right. I've never asked for an endorsement, but people have given me endorsements and have asked for me to do the same. I was always more than happy to return the favor.
