NOTICING, that the condition of many state parks worldwide lack the ability to properly protect thier animals, in that:

State Parks are falling into disrepair;
Park Rangers are unable to properly protect their animals due to poor training:
And, parks do not have sufficent funds to purchase better equipment to replace old, broken and/or out-of-date materials;

SEEING that a animal's mental welfare and self-esteem can be greatly improved through camp ground activities, which many parks can not afford or do not fund sufficently;

FINDING that the food served in many state parks is not healthy, and tastes revolting besides;

SHOCKED by the fact that many state parks lack sufficent security systems to keep their animals safe from dangerous trespassers and, in some cases, themselves;

HEARING that many countries cut the budget for state parks before anything else to aid funding for other programs;

HAVING PASSED the resolution "Save the Trees" on August 19th of the year 2003;

AND REALIZING that today's animals are tommorrow's future, and without proper parks, our future will fail;

THE NATIONSTATES UNITED NATIONS shall form the United Nations Outside Committee, or UNOC, which shall resolve all of these problems in our nation's park systems by providing funding to these systems, so they may repair unsafe parks, purchase security systems to protect our animals from harm, provide camp ground activities to help our animal's mental and physical state of being, provide them with healthier park lunches, provide a better recreational environment for our animals by training park rangers and purchasing more up-to-date materials for the parks, and overall ensuring our world's future to be a prosperous one.

Merciless. I like it.

And the sad thing ... if I were to submit it:

- it would get enough endorsements without campaigning
- it would sail through and buy my nation a great national park system

Is anybody else concerned that the Freedom of Choice resolution was down to 1,000 votes, while the United Nations [insert warm fuzzy of choice] Committee resolutions are racing through like a wildfire?

Hmmm.

1) Is this a serious proposal, or a point about the stte of the U.N. voters, how it would get through quite easily?

2) Now then, in the equally likely event this is a serious proposal,

A) United Nations Outside Committee, Hmmm, seems its set to

"resolve all of these problems in our nation's park systems by providing funding to these systems,"

Now if I remember correctly, this is where we always run ino the problem of where does the money come from, and would it constitute a "tax" of some sort?

B) Rather should we not be protecting national parks all over, and not just their animal component? What about governments selling off national park land to developers and industrialists? What about the illegal (In most countries one presumes but does not define) dumping of wastes in them?

It seems a little redundant we're (Cue the warm and fuzzy) "protecting the animals" rather then "safe-guarding the entire ecosystem".

I dare say that the chances of me submitting this proposal are actually LESS than the chances that a giant rock from space killing all life as we know it.

But of course, in a week or so, we can talk all about rocks from space.

State parks should be run by their respective nation. TH will not support this proposal, if it makes it to that stage.

Let's leave the "so why is it sailing through" debate to the morons and "oh look, its up on the UN page so it must be good" types. Our job as forum participants is to ensure that the bad stuff doesn't make it to the main page to get passed. The education resolution just proves that you can't win 'em all. Or you can win them all, if you pay to get into NS2.

With all due respect, Mr. Hillaker, this phenomenon must needs be addressed. The Educaion Committee resolution is a perfect example that continued attack on a resolution does not often affect the march to passage. It is an indication that MANY of our fellow UN delegates vote by resolution title and take no time at all to actually consider the mechanics and repercussions of the proposal. Until we make progress on this front, our hopes for the forums to be meaningful and influential exchanges is nothing more than a pipe dream.
