Good policy vs. Bad or Do those who vote read the forums??

Greetings:

Having recently founded a nation and joined the UN, I am yet new to NationStates.

However well intended a policy is, it is useless unless it is worded in a way such that the desired outcome is met. This outcome can only be affected through a great deal of open discussion on an issue. Note: the current education proposal. At first, I looked at it, and thought: Yes, well intentioned, but I noticed many flaws, and was quite frankly disheartened by the lack of care put into the proposal and the sly (and I must admit a certain bias) pointlessly added 'rider' propositions. GOOD policies don't have riders attached. Good policies stick to the point, and hammer it home. They are not inconsistent. They explain costs and reasonable means of implementation within the scope of the context (the game of NationStates). The aformentioned policy does not. It seems as though a majority of proposals that are passed do not receive the necessary scrutiny before they are voted upon.

Therefore, for those who are concerned about the creation of GOOD policy and not just good intentions (which often have bad outcomes--see Russian revolution, Trotskyism, Stalinism, trickle down economics, the Mullet, etc.), it behooves us to attempt to lobby powerful delegates and any groups who we have associations and have any amount of influence--encouraging all these groups of UN members and delegates to take part in debates or at least OBSERVE them! We could even start organizing a campaign to streamline the process of forum posts, organizing topics.

You bring wonderful insight into this debate of UN proposals and resolutions.

I am in favor of your suggestion that voting states take part in a debate/discussion prior to casting their vote. The least we could do is offer a service whereby those who voted were required to submit a penned reason. This way, we can sort out those whose claims to the resolution are indeed weel founded and those who simply vote on naivete. I think about 10% who vote actually read the forums - and it seems those who do are those who vote AGAINST resolutions. As I stated in a previous post: these debating nations are not all similar in their political systems and domestic policies. The debating nations represent a wide group of many types of nation all with one goal in mind: the fair and worthy use of the United Nations and it's powers.

Again, overall brilliant points, G.E.! When do we start?

Look at the number of times the STICKIED threads have been viewed in the past several months.

Look at the votes in the previous resolution on Freedom of Choice.

Considering that Delegates carry an additional vote for each endorsement, be conservative and divide the number of votes by two.

Which is larger? The number of times that people have read the guide to proposal writing thread or the number of adjusted votes in the previous resolution (which is around 8,500 votes)?

My point is 10% is a generous number for approximating how many voting nations read the forums, and work downwards to estimate how many read the forums on a weekly basis, let alone actually look for debates on the resolutions.

NationStates v2. should find a way to integrate voting into the forums. If you don't visit a forum, not UN vote for you. Or it should consider that maybe a Security Council and a few other committees (like an ECOSOC) would work where if you don't post to the forums, you get no vote. It sounds harsh, but NS v2 will be a pay site, and may players like myself would love to play a game where people took an interest in treating the UN like an international body and not an extension of the daily issues.]

Since there is currently no way to prevent from voting those nations/delegates whom others feel are either unwilling or unable to think critically about the proposals/resolutions that they are voting on, and since our UN functions somewhat like a democracy (voting by individual nations) and somewhat like a republic (voting by delegates on behalf of their regions), it appears, to my nation, that the only option available is to actively campaign for or against proposals/resolutions, as dictated by the populace of our nations. The question is, does the end (possibly causing some nations/delegates to *think* before they vote) justify the means (essentially spamming people)?\

While I hate Spamming people. I do know that a lot of them don't read the forums. I already Telegraphed alot of them and one responded, others checked the forums and I think they changed their votes. however, I need help... soo tired... tongue dry from... licking all those.... stamps and envelopes... zzzzzzzz

Forum discussion can help hammer a proposal into shape but has no direct correlation to its success.

It seems that those whose allies and regional colleagues join in a telegram effort to key delegates, once the peoposal has been refined, have the best chance of success.

This is a great idea, and basically what I was considering doing myself. However, now that I see that this is quite possibly the only means of creating an *informed* democracy of sorts, we should all act upon this.

If you could give a list of nations and delegates you've telegrammed, you should let everyone know. That way we don't duplicate the message and spam people.

I don't know what his efforts were, but I am currently trying to telegram all delegates who have voted yes and represent 10 or more delegate votes.

Oh, how I do agree with such an idea! And, oh, how much easier such a task would be if there was a worthwhile search function - one that included UN member nations. We could separate them alphabetically and have a task force of nations send a short message asking their participation in the forum before they vote. Breaking the task force into alphabet groups would make this feasible but it is alot of work and considering there's 40,000 UN member states alone, we'd be in for some heavy messaging.

But, they are perfect ideas. They remind me of Amnesty Internation and its letter writing campaigns.

If you are compiling list of names, I would like to help. I will be unavailable for about a week but after that I should have time to write - if this sees the light of day.

If only the NS press, FM303 I think, were to handle this. :wink:

If you look toward the end of the resolution up for vote there is a link to the delegate votes. This then takes you to a list of all delegates (with the # of votes they represent), seperated by who voted yes and no. That is a way to at least find who represents various voting blocks.

You are definitely right. I guess that would be the optimal path but it still leaves some mind aches, what with grabbing all those who endorse the delegates.

It has to start somewhere, though.

Is it me, or does this feel like a grassroots campaign on 'informing all pertinent nations on the power to debate before we vote?' And I like this feeling... 8)

I am writing to you about the UN Resolution up for vote at this current time. I could not help but notice that you voted AYE for the Education Committee and I wonder if you are fully aware about the status of this Resolution.

First and foremost… it is not complete. The author, Hersford has admitted that this resolution needs work but won’t pull it out to make the corrections because it’s close to passing. In his/her only reply in the forum, frequent uses of the following phrases can be read:

“This will be a main issue covered in the second draft.”

“In the second draft, again, I will add a clause…”

“This issue will also be covered in the second draft.”

“This would almost have to be the case…”

The last line… Almost? She’s talking about fundings to be given to those who need it and it’s not well thought out? I will agree that at first glance it seems like a nice, generous Resolution. However its these mistakes that makes me afraid of this resolution passing.

There are others concerns that you should know about. I urge you to read the forums that asks these questions and note that even HERSFORD hasn’t been able to answer most of them. In fact Hersford has admitted that a SECOND DRAFT of the resolution is being worked on (or at least thought about.) Why are we even voting on something not completed in the authors mind? In the past, many UN resolutions have passed that limit Nation’s leaders ability to govern their Nations as they see fit. This is yet another such resolution. Please read the forums and make an informed decision concerning your stand on this resolution. Please spread the word.
