Proposal - Mentally Disabled Persons Act

I thought I would use this forum to bring attention to a proposal that I submitted, the Mentally Disabled Persons Act. I am asking the delegates to please read this proposal over and consider approving it. I know I'm not the first person to do this, but please do not dismiss this.

Mentally Disabled Persons Act

- The purpose of this amendment is to clarify mental illnesses that would not require people to have others caring for them constantly (i.e. 24/7) or making their decisions for them.


1. In the ‘Fair Treatment of the Mentally Ill’ act they define mental illness as such:

A mental illness is defined as a psychiatric disorder that results in a
disruption in a person's thinking, feeling, moods, and ability to relate
to others.

We shall clarify the aforementioned definition. Persons suffering from mood disorders such as Depression, Attention Deficit Disorder/Attention Deficit Hyperactive Disorder (ADD/ADHD), anxiety disorders such as Post – Traumatic Stress Disorder (PTSD), learning disorders such as Dyslexia, Adjustment Disorder,



2. This portion addresses the recently passed ‘Universal Freedom of Choice’ act part 5, section b:

People suffering from any of the above mental illnesses often times go for years functioning before finally being diagnosed. With the proper medication, psychotherapy or combination of both they can go on to lead normal everyday lives. There would be no need for them to have someone making decisions on their behalf. It should depend on the severity of the mental illness and not on a vague and general definition. This would in fact prevent any otherwise capable person from being taken advantage of.

5) Declares and enshrines in law the freedom of all people to make
choices according to their own conscience, particularly with regard to
their philosophy of life, social/cultural development and awareness of
the world, without unreasonable interference from the State, subject
to the following limitations:

b) The legal guardian of any minor or physically or mentally
incapable individual, the latter as defined in the Resolution "Fair
Treatment of Mentally-Ill", remains responsible to make informed
choices and decisions on their behalf, in accordance with any
applicable rights and health and safety legislation laid down by the
State

Hey, this is important people!!!! I know that there are those of you that suffer from depression of ADD out there. Would you want someone to end up making decisions for you because of some vague definition that's been put forth?!?! Come on and get off your a$$es and support this proposal!!!

Some advice,
First and foremost - Don't insult people. especially when you want/need their support.

Second - All you are doing is re-iterating the definition of Mentally disabled from other resolutions. You call them vague yet, you do not put forth a definition of your own.

Third - all this is calling for is a definition of Mental Disability. I feel that the definition should be left up to individual Nations. You could draft a proposal to do just that. Insure the rights and freedoms of individual Nations from UN Sanctioned definitions.

While we agree that the wording of Fair Treatment of Mentally Ill is nebulous and unhelpful, particularly as it further muddies the waters between the mentally ill and the mentally disabled, and we agree that its interpretation is best left to responsible and experienced healthcare professionals. However, we see no way in which the current legislation needs to be modified to accomodate this.
