Jasotopia from our The District of Rocking region has proposed the following bill for all UN regional delegates to vote upon:

What to do with the homeless?
A resolution to improve worldwide human and civil rights.

Description: I have found a solution to the homeless situation. Instead of having them walk around the streets with nothing to do, they help society. They clean, build, repair, work for the state, rather than getting drunken up. So please pass this Propseal it will help out a great deal!

While this is a very noble effort, I honestly feel that it belongs as a national issue and not a UN one. The maintaining of populace (i.e. homeless, unemployed, substance addicted. ect.) is the responsiblity of the individual nations and not for the UN to decide for the nation. After all, in my region, some have that believe forced conscription is the way to beat the homeless while another feels that they should be reeducated. Sorry but I cannot support this for I feel it oversteps the responsibility of the UN.

Unless you re-word this to have each UN member send their homeless to become UN Peacekeepers...

I say we put the homeless into a temporary farming community where they work a certain amount of time, then get certain benefits, such as a voucher for a lower tax rate, or a room in an apartment building for 3 years. The 3 years could be spent saving money while working. While at the farm they could work during the day, and get trained in another field of service at night. This way they can help society and not be too much of an issue, as we will know what to do regarding homeless people.

What of the unemployed? Those are people who want to work and cannot find a job.... I would think the government should employ those first before making up jobs for the homeless who are unwilling to work.

A problem of this magnitude must be solved on an international scale. All of humanity has a right to productivity, life and happiness. In this bill, those that are destitute and unable to acquire gainful employment, may work for the Beauracracy at large.

One Question: Would the employed receive healthcare and retirement benefits as a bonus for working with the U.N.?

This is much more of a national issue rather than an UN issue at the current time. Surely there are more pressing needs, such as unemployment, civil rights, and economic issues that are much more pressing. Resolve the income issue through resolving unemployment, resolve the lack of housing through employment and enforced civil rights laws on housing, and keep them housed and productive members of society and they will in turn provide a sound economic base--thus making any UN resolution on homelessness a waste of time and effort.

The homeless are part of social stratification and where therefore always be there so long as their is not collectivisim to perfection in a nation.
