Actually, for a proposal entitled World Terror Force, it's not bad... it could ease off on the caps lock, though. And frankly it sounds more like the voiceover to a movie trailer.

World Terror Force, Tribunal

Category: International Security
Strength: Strong

Description: WHEREAS the security interests of the developed nations have been compromised by terrorist organizations, and

(shot of swarthy Arabs setting up explosives)

WHEREAS jurisdictional authority must by those states harboring said organizations be subjected

(shot of military helicopter descending on rioting crowd in Arab street)

WITH RESPECT TO the pursuit, capture, and trial of said conspirators,

(cut between police mugshots of ethnic-looking fellows rapidly, ending on a closeup of the last one's EYES)

IN ORDER THAT the same may be apprehended in large numbers and that the threat engendered by their freedom be eradicated,

(shot of American flag burning and AK47s being fired in air)

WE HERE RESOLVE that

(...dramatic pause. Patriotic music builds)

(1) An international expeditionary and constabulary force known as the WORLD TERROR FORCE be established immediately, having

(hero shots of the brave boys of the World Terror Force)

(a) the fiduciary and institutional support of the United Nations proper and being
(i) governed by direct referenda presented to the United Nations which are
(ii) submitted by a rotating COUNCIL OF TWELVE developed nations appointed directly by the United Nations

(shot of miserable UN commie bureaucrats whining about how you can't impose taxes)

(b) all authorities with respect to their missions which have previously been held sovereign by various member states, including

(low-angle shot of troops abseiling from helicopter)

(i) the authority to pursue and capture SUSPECTS named by the COUNCIL OF TWELVE, and

(dramatic, shadowy shot of the mysterious COUNCIL of TWELVE, wearing cloaks, shaved heads and with harsh lighting)

(ii) the authority to search and destroy various property named as INFRASTRUCTURE with respect to said subversive organizations
and comprising

(EXPLOSION)

(c) military and paramilitary officers and security agents from various member states, limited to those not placed under SUSPICION by the COUNCIL OF TWELVE.

(shot of everyday Joe agent with wife on arm and cute child on shoulder)

(2) And that living apprehended SUSPECTS be tried before a newly created WORLD TERROR TRIBUNAL, having special jurisdiction over such matters, comprising
(a) twenty rotating individual members representing twenty member states, NOT to include the COUNCIL OF TWELVE or those states placed under SUSPICION

(shot of shifty-looking dictator sweating profusely behind desk at UN council, chest covered with medals)

and having
(b) authority to award sentence and punishment, and to execute SUSPECTS unless

(shot of heroes leaping into cover while firing assault rifles)

(i) said punishment is deemed unreasonable by direct referendum of the United Nations, or
(ii) said SUSPECTS have not reached the age of 18 at time of capture.


(screen fades to black. The letters 'WTF?!' flare out in one final explosion).

(Typewriter noises accompany the appearance of the words '...coming soon?')

Thanks, Rehochipe. There's nothing like a healthy gut laugh to wake you up in the morning.

Regards the proposal, there are several areas of concern for me; however, my principle objection is with article 2b. Ecopoeia does not recognise execution as a legitimate sentence in any circumstance.

Accordingly, we will not be supporting this proposal.

So we're going to give unchecked military power to a council appointed by the United Nations with no accountability mechanism, and allow them to declare anything they please as a terrorist and then swoop in with this military power to execute them.

Yeah. Right.

While we're at it, why don't we give a few nations the power to attack and kill anyone they want without any form of retribution. They won't even have to justify themselves! Screw due process, say what you want to be law and roll out the choppers. After all, if you want to fight terror, why not just be terrorists with little blue helmets?

No wait. Seems your proposal already takes care of that.
