Worlwide Bill of Rights
A resolution to improve worldwide human and civil rights.


Category: Human Rights Strength: Strong Proposed by: Osley
Description: Lately there has been a rize in violence and a steady erotion of the human rights of citizens of certain states. Citizens are being executed or oppressed without fair trials under tye law. So it is withing the spirit of democracy that this Bill of Rights for all human beings is proposed.

1) No human can be imprisioned unconditionaly without charges being pressed, for more than 1 month.

2) No human being can be excecuted or robed of his/her right to life without a fair trial by a jury of their peers.

3) No State shall make any laws limiting or eliminating the private rights of an individual to enjoy their personal property.

4)No person under the age of 18, or anyone found to be mentally-handicaped, can be executed if found guilty of a capital crime.

5) All humans are entitled to the four basic rights: Freedom of speech, freedom of the press, freedom of assembly, and freedom of religion.

Without these rights, thousands of human beings shall continue to be unfairly persecuted and oppressed. So it is with a spirit of Justice and Democracy that the Constitutional Monarchy of Osley proposes this Bill of Human Rights

Honourable members,

This proposal goes over too much ground already covered to be really worthwhile of extended debate, let alone reaching quorum.

We would refer the honourable delegate from Osley to previous resolutions, in particular "Fair trial" resolution, "The Universal Bill of Rights" resolution, "Due Process" resolution, "Religious Tolerance" resolution, "Definition of 'Fair Trial'" resolution, and (at a slight stretch) "Fair Treatment of Mentally-Ill" resolution. It is this ambassador's opinion that this proposal clearly infringes upon some, if not all of these resolutions

In addition, we would urge aforementioned delegate to in future review previous resolutions before submitting in the future, or perhaps submit their proposal for consideration in draft form to the United Nations so that such potential problems can be avoided.

I might add that this is about the fifth time Osley has posted this resolution, each time exactly the same...

Normally it's nice to let it sleep for a little while between one failure and the next, so that everyone can forget about the last debate and go through all the same arguments again.

(We've got a couple of proposals in this state, but after seeing the heroic level of delegate-contacting and defending your point in the forum needed to get something approved, we currently lack the will).

We, the Holy Church of Psychotropics and our corporate subsidiaries, cannot support this bill. While citizens in the Theocracy of Psychotropic enjoy more freedoms than most countries.... it is not the UN's place to dictate how long another country can investigate a criminal, what manner of court they use (jury as opposed to a panel of Judges... like in Japan...which everyone would agree is a country with wonderful liberties), limiting the ownership of property (most communist systems follow that principle,,,,, we disagree, but it is their choice). Also "Mentally Handicapped" is too loose of a definition legally... I would submit that anyone lacking the common courtosey not to murder is mentally handicapped, though we have a new system of punishment for the most severe of crimes.

His Holiness Pope Liam of Psychotropics has recently outlawed capital punishment for all Psychotropicans. Instead, we exile the human vermon who commit atrocities to international water. The method is quite simple, fly the convict via helicopter to international waters, then push them out the door after suiting them up in full suit of medieval armour incase of shark attacks. Therefore we would not need a jury to decide the fate of the accused.

This sounds just like the "Fair Trial" resolution that was just passed. I don't see the merit of supporting something that sounds similar to what we already have.

Rehchipe, other than posting up a proposal in the UN forum and taking the flak, what else is it you do to get a proposal voted through. We knw that Bahgum's almost legendary knack of writing not too serious proposals means that we are doomed to failure, but we are always willing to learn how to try harder!! Cheers!!

Although it is a wonderful idea to grant a universal Bill of Rights, the USSJ will not stand for being told not only how to treat its criminals, but also which criminals it can, in essence, not punish.

The USSJ reserves its right to punish those that it sees fit to see punished, be they adult, juvenile, incapacitated, or what have you.

Besides, there are already several duplicate proposals circling around the UN right now. If you're so adamant about this, try and tack on some of your proposals to another "Universal Whatever" Bill.

ok, not that i dont love individual rights, i regret to inform u that although i would like to support this bill if i was a deligate, it is unrealistic, nation states contains dictatorships of all kinds, and making individual rights would contradict the role of a dictator, thus this conflict would involve no more dictator ship, and UN cant do that.
