UN resolution: The UN (Supplementary) Security Subsidy

Here is my proposed resolution:

Description: Whereas elderly people typically retire from sources of income (jobs, careers, e-mail chain letter schemes, etc.) as they grow older and older,

Whereas elderly people who have lesser physical and mental health typically need more money in order to sustain their increasing needs,

Whereas at times some nations do not have adequate funds in order to support a full scale system through which to support the elderly,

Be it resolved that the UN create a Security Subsidy to supplement the current programs for elderly and retired workers in participating nations. Not all UN nations will be forced to participate but all nations in the UN that decide to participate will adhere to the following:

Nations that pay into the Subsidy for nine years will be able to begin collecting money from the system in order to keep their own security programs afloat. Once a nation stops paying into the Subsidy, the Subsidy will stop making payments to that nation five years later.

This is not meant to be a free handout for nations without such systems, however. The amount of money received from the UN Security Subsidy will be no more than 1.75 times as much as the participating nation paid into the subsidy nine years previous and this amount will constitute less than 50% of the net capital invested in this social endeavor in that nation (the participating nation must provide most of money. This keeps it supplementary to the nation’s endeavors).

The Security Subsidy will collect initial capital from a small, flat fee from all UN member nations (of 0.027% of the national budget). This will allow the Subsidy to have some money to invest and work with initially and will support the progression. The Subsidy will have a chairperson selected by the government with the strongest economy in the UN yearly. This person will manage the subsidy, and will maintain its fiscal soundness. This official is subject to impeachment through popular vote from the member nations of the UN. This person will receive a large enough pension (as decided by the donating nation) to ensure the avoidance of corruption.

The UN Security Subsidy is designed to promote the concept of helping those that cannot help themselves. It is intended to endorse sound economic decision-making on the part of those that make decisions.

Oh, if you're using the handy-dandy "proposal search" function in order to to "search for proposals" It's called "The UN Security Subsidy" I could not fit in'supplementary' because of the character restrictions for the title. please support this.

The people of Icae are in support of this resolution as we know the burden of supporting the elderly through and could use as much help in doing so, as is possible.
