This is one of the worst ideas we have ever been presented with.

People infected with this deadly virus currently are encouraged to self identify themselves as such because that way they get access to treatment from the government. By identifying themselves, they allow others to selectively prevent themselves from coming in contact with their blood and interstitial fluids - thereby cutting back on the spread of pathogens.

This only functions because there is a substantial advantage for the infected individuals to come clean about there status. What you are suggesting is to instead introduce a substantial disadvantage for people to acknowledge their status as carriers.

Wouldn't that make people more likely to keep their sickness secret? And in turn, wouldn't that make treatment of the pathogens more difficult, and the spread of sickness even worse?

(Clears throat, straightens necktie.) As this is quite possibly not only the lamest proposal I've ever heard, not to mention one that's almost completely opposite to the Charter, I submit to the members of the assembly my request that the delegate from Nimbus-sun be publicly flogged with the charter in the hope that physical chastisement will knock some sense into him. This would have the possible added benefit that the delegate might learn a little about human rights through osmosis. (Clears throat again, checks watch.) Thank-you.

Hmmm, I noticed in the errr, "proposal", and I use that word some-what loose-ly, that one "Nimbus-Sun" thinks some nations will hate them for this, errr, "proposal"

Which is silly, why would we?

After all,

Alot of us have seen your views presented by you on the forums already and currently hate you with an vengance anyway, I doubt this "proposal" could increase that level of feeling much further.

I left this thread to read some news and current affairs stuff on my ISP's news source area, when low and behold I found this story posted up today, I think its an interesting bit of referance, and heck, it re-inforces my statements about AIDS being pre-vailent in women rather then "gay" men. And I say that with an evil glare to the "American white picket fence upper class respectable conservative preachy religious anti-gay and most other things" kinda people,

Women bearing brunt of AIDS epidemic: UN

Women are now bearing the brunt of the AIDS epidemic, especially among young adults, in what United Nations (UN) secretary-general Kofi Annan called a "terrifying pattern" in the galloping disease.

Opening a session to mark International Women's Day, Mr Annan said that women and girls accounted for more than half of the estimated five million newly-infected people with AIDS or HIV, the virus that causes the disease.

Moreover, among young people below 24 years of age, females make up nearly two thirds of those with HIV.

"Even a decade ago, statistics indicated that women were less affected," Mr Annan said,

"But a terrifying pattern has since emerged - all over the world women are increasingly bearing the brunt of the epidemic."

The global AIDS epidemic crossed a significant threshold in 2003 when for the first time, UN statistics showed nearly half of those living with HIV were women, up from 41 per cent six years ago.

Many of the young women are married to older men, who had affairs and brought the disease home.

Some 40 million people are living with AIDS worldwide, most of them in sub-Sahara Africa by the end of 2003, of which 19 million were women.

Jordan's Queen Noor told the meeting that in the Middle East a modest 600,000 people were thought to be living with HIV/AIDS and about 45,000 died last year.

But despite the seemingly low rates, 55 per cent of those infected were female as of 2002.

"Our strong sense of family and religious traditional may inhibit behaviour that spreads the virus, but at the same time those traditions may inhibit testing and reporting of those who may be infected," she said.

Queen Noor, the widow of King Hussein, questioned the low rates because of the widespread stigma attached to the disease, saying many who carried the virus would simply rather die than be rejected by friends and family,

"HIV is not simply a public health crisis but a human rights issues and especially a women's rights issue," she said.

"They bear the children but seldom control their own sexual lives.

"They hold communities together but are marginalised in the political life."

Noleen Heyzer, executive director of the UN Development Fund for Women, told a news conference that violence, rape, economic deprivation and lack of education made women more susceptible to unwanted sex.

"Younger and younger girls, caught in an economic crisis are marrying older and older men," she said.

In one recent survey in South Africa, over a third of young women reported they were afraid of refusing sexual advances with about a third reporting that their first sexual encounter was forced, the United Nations reported,

But the increase in women's infection is not limited to Africa. UN figures show rates for women in Asia have increased to 30 per cent from 20 per cent a few years ago and are expected to rise again.

Some eight million people in the region are afflicted with AIDS.

Mr Annan and others called for men to be involved in reducing the number of AIDS cases among women.

They should "ensure an education for their daughters, abstain from sexual behaviour that puts others at risk, forgo relations with girls and very young women..." he said.

Looking quickly around the room to gauge the general feeling (one of shock, outrage, and utter disbelief), he spoke: "We of Fististan feel that this resolution is, simply put, an abomination. To place victims of a terrible disease in isolation, when their disease can be treated and kept under control is utterly inexcusable. Exiling AIDS victims; which, my esteemed colleagues, is exactly what the nation of Nimbus-sun is proposing, is the equivalent of consigning them to a slow and horrible death. While certain members of this esteemed Assembly" (he shot a look at the Nimbus-sun representative, who at this point was doing his best to hide within his seat) "would support this atrocity in the name of preventing the spread of AIDS, we of Fististan most certainly do not. I can only hope that the same goes for the rest of this Assembly. It has been stated by others that this policy would only encourage AIDS victims to hide their terrible burden, and we feel that this is true. I emplore you all to strike a blow for human rights and common sense, and to vote against this proposal. Thank you." With this, he sat. The Assembly applauded, and many nodded their assent. The Representative allowed a contented expression to spread across his face: perhaps the millions of AIDS victims would be safe, after all.

The Representative from Blargistania blinks at Nimbus-Sun after his proposal, then falls to the floor laughing. He regains his composure after several minutes and stands upright. Finally looking straight and proud, he says, "I stand behind Mentholyptus, our regional delegate in the decision to oppose this resolution. The destruction of a shortened life cannot be tolerated anymore than the shortened life itself. We must work with these people to cure them instead of trying to isolate them from the rest of humanity. Since it [the proposal] is in obvious violation of the decency all humans deserve in life, it is our obligation to vote against it. I would also like to present the ceremonial flogging charter, designed to flog, guarenteed to inflict 200% more paper cuts. Maybe that'll teach him."

People from all religious, educational, and doctrinal backgrounds can be ignorant, so let's get off this tangent and back on to the flogging. I mean, if that's what we want to do. Thank you. This awesome. Seriously, this is the best proposal we've heard since the beer thing.

But I can't find it in the proposals, has it not been submitted yet? I've tried the search function for "flogging" and "charter" but haven't found it yet.

We strongly support the proposal of allowing member nations to be flogged in public with the charter, but so far have been unable to find it for endorsement.

Please submit its name as appears in the proposal database, capitals included. Thank you.

Don't make me come over there.

This a propasl makes no sense. If anything we should start a world based reserch to stop the spread of aids not ban it.

You can't ban a virus you dummy!

Take all the people that have the virus, put them on an isolated island and let them die out however is a good alternative. It worked with Leprechy and many other diseases way back when, why quit a good thing.

I know you are not calling me a dummy, no one is saying to ban a virus, but you can get rid of it because without a host a virus cannot survive and for all you mother fuckers who oppose it you all can go straight to hell. As a matter of fact the reason i say lock their genatalia is because if they were to have sex and know they had AIDS they would be considered a murderer! When you know you have AIDS and you have sex with another person then you are a murderer! And for the hell of it, i'm just saying we aren't finding a cure fast enough, so lets just do this, quicker easier and everyone wins.
