As a Ninja nation, we train every willing cadet from age 4 to kill and use Chakra. Many of our gifted Shinobi are ranked Chuunin at age 10 or less, most, however, graduate the Ninja academy and become Genin at age 12.
The people born in this Nation are alive to make war. Outlawing Children in war underminds the very fabric which Neo Fascist Utopia is built on. Children under the age of 16 are rarly used in agressive warfare, due to their lack of skill, with the exeption of very talented individuals. Children of this age are mostly ranked Genin or Chuunin whos missions range from mainly odd jobs around the country to protection of VIPs from gangsters to training students in the Ninja Academy.
