Pretty good idea, just massive invasion of privacy. You're going to have to compromise around that if you ever want this thing to pass. I'll support it if I see a reasonable compromise.
If you were to agree what things should I change? I'm willing to compramis, as this is my first purposla.

Something along the lines of a special code to "unlock" the chip so only police can use it. Special guidlines determining when police can open chips (such as upon detainment of suspected crinimal). Maybe a ban on information sharing except in trial where it is relevant information. You want to be able to prevent any civil rights from being abused. I'm sure people will still oppose it, but the more compromises of that nature you can make, the better a chance you have a suceeding.
