Limits on Freedom of Speech

A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability Strength: Strong Proposed by: Egg1717
Description:
A resolution whereby certain limits and restrictions shall be placed on the notion of the freedom of speech, in an effort to curb a rising influx in the racial, and other "differences of the individual" problems that arise as a result of citizens speaking their opinions of others.

The Following Articles Shall be Implemented if this Resolution is to pass:

Article 1:
No citizen under any circumstance is to make a comment in the negitive of any other citizen, where said comment is of a physical or psycological nature

Article 2:
Exclusions to Article 1
-Comments of a humorous nature whereby both parties are aware of the humor do not apply to Article 1

Article 3:
All nations who accept this resolution may create for their nation's exclusive use a list of comments that are deemed 'acceptable' by their nation, and not punishable under Article 1

Article 4:
Punishment of offenders under Article 1 of this resolution shall be left up to the nation of which the offence was commited

Article 5:
Any person who has commited an offence under Article 1 of this resolution who does not reside in the nation of which the offence was comitted is still punishable under the laws of the nation of which the offence took place

The nation of Insanica finds that they disagree with your ideas on this matter. We believe that an individuals right to speech is not hampared by the disagreements others might have with it. While we make exceptions to truly problimatic speech(Yelling fire in a croweded room) and for outright provokation resulting in violence(Should such a case be sent to our judical system the provokee will recieve a reduced jail time, albiet an increased time in anger consuling sessions.) as well as libel and purjery and think that no matter how idotic and offensive a person's speech is, it is fine as long as it doesn't fall under the above restrictions.

This resolution is completely pointless - any nations which actually do oppose this can always use this article:

To effectively castrate the resolution. It's not worth consideration by any member state simply because it fails to do anything.

Sorry, after a lengthly review, seems pointless, I say leave it out in the cold to die like an ignorant anti-gay noise-maker, or make it make some sense, like the afore-mentioned anti-gay noise-maker never will.
