Yes, seems like a good idea -- getting lots of willing governments together to cretae a coordinated space exploration programme. But then, I read further down, and things start to trouble me:
"A Provisional Board of Directors (“Provisional Board”) shall be composed of a representative from each nation participating in the U.N.S.C."
Yep, sounds good.
"The Provisional Board will then proceed to elect a permanent Board of Directors (“Board”)."
Yea, that makes sense to me too.
"Full operational control, design, development, priorities, and administration will be assigned to the Board"... as you'd expect, for an elected body..."whose service will remain subject to the will of the stockholders" What?! So, no matter who is elected onto the "board", it will be the people with the stock who have control? Will it be the largest stockholders with the biggest financial clout who end up calling the roost? To me, that proposal sounds more like a business plan to give to a bank manager, than a piece of international political legislation... but what do I know!
