The movement of ballast water by international shipping is a major vector for invasive weed species such as the zebra mussel and northern pacific sea star.
By enforcing ships to cycle ballast water as they enter a nations waters we minimise the introduction of invasive marine species.
This is an easy way to reduce the introduction of invasive species at minute cost to industry.

1 - people (excessive human firtility)

2 - cars (complex but endless detrimental details, everything from road building to petrolium extraction to of course global warming)

3 - demand for forrest products (largely for housing construction)

4 - politics of course letting greed get away with murder, (supposedly because if it didn't we'd all be forced to work at dangerous and meanial tasks endlessly with guns pointed at our heads).

5 - beliefs that defacto promote irrisponsibility in the guise of morality

2 and 3 compounded by 1
1,2,3 exerbated by 4 and 5
