Resolutions that have not passed

17-02-2004, 04:48
I was thinking, for reference purposes (and amusement :wink: ) it might be a good idea to compile a list of U.N. Resolutions that have come to board and been voted down. Anyone care to contribute?

(I know there's a "UN Resolutions Through History" page, but unless I'm mistaken, it only lists resolutions that have passed)

I think you are correct. Only the resolutions that have passed are listed. However, I've not been around long enough to see if any resolution has ever failed.

It sounds crazy, but the passed list, might also be the complete list. ;)

The only resolution ive ever seen voted down is "HIPPOS ARE BIG" (gods, I dont even know how that achieved quorum).
Anywho, I'm pretty sure the proposals get deleted if they aren't passed, so I dont think it would be possible (although I may be wrong).

Someone with a good memory might be able to help out, but the best non-passed resolution I can think of would be "Universal Minimum Wage" (or something like that). Generated one of the most spirited debates ever back in late '02/early '03.

There was also a (very badly written) resolution on banning popup ads that got voted down shortly after East Hackney joined the UN in, I guess, early January.

HIPPOS ARE REALLY QUITE LARGE

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental
Industry Affected: All Businesses
Proposed by: The Orion Nebula

Description: PREAMBLE: The intent of the UN rules governing proposals is to insure that substantial issues are discussed. It is entirely just and proper that this should be so. Similarly, the intent of the Freedom of Humor Act, which recently passed the UN by an almost 4 to 1 margin, is to allow these issues to be discussed in an entertaining and amusing way. This too is entirely just and proper and will lead to a happier and more humane citizenry. The Whimsical Republic of the Orion Nebula is therefore proud to submit the following for consideration.

HIPPO AWARENESS DAY

WHEREAS, although Hippos are indeed quite large there exists some controversy as to whether they are the second or third largest land animal;

AND WHEREAS the Hippos are known to be distressed by the terrible way that mankind has treated the environment of the Earth;

AND WHEREAS Hippos are not only an endangered species but young Hippos are often mocked in junior high school for their ridiculous looking windbreakers, their large glasses and their round sneakers that resemble above-ground pools,

LET IT BE RESOLVED THAT each member nation of the United Nations declare the first Thursday following the Winter Solstice to be "Hippo Awareness Day".

AND LET IT BE FURTHER RESOLVED that each member nation shall create programs that, on this day, educate its populace to the plight of all endangered species, but mostly Hippos. These programs should also raise the environmental awareness of the citizenry and encourage conservation.

AND LET IT BE EVEN FURTHER RESOLVED that these programs should contain the information that HIPPOS ARE BIG to help them regain their rightful place as the Earth's second largest land animal. Also this could be best accomplished by encouraging people to visit the zoo to see Hippos in the flesh so they can understand just how big Hippos are. This would prevent hurt Hippo feelings when people, unfamiliar with the size of Hippos, say "Wow, Hippos are big!" as opposed to having a comfortable idea about the relative size of Hippos, which would cause them to say "Now, THAT is a big Hippo!" only in the presence of an overtly large representative of the species.

AND LET IT BE STILL FURTHER RESOLVED that the member nations of the UN are encouraged to broadcast a national telethon on Hippo Awareness Day to raise money for the establishment of national parks and wildlife sanctuaries.

ALSO hello.

Equality For All

A resolution to improve worldwide human and civil rights.

Description: My nation is host to many different types of races and civilizations, all of whom live symbioticaly and respect eachother's cultures and right of existence. We ask that all member states of the UN adhere to that policy as well.

-All living beings no matter who or what they may be, have the inherent right of existence.

That they may live as they see fit as long as they do not cause harm to another. In simpler terms "Live and let live." If a nation employs slaves for labor for example, we submit that they must end the practice or leave the UN voluntarily.

That the aparthied inspired classification of sexual preference be erradicated from being used within the confines of government terminology.

We propose that all nations under the UN charter respect the very essence of life and vow to preserve and protect it, in all its many forms whether human, or otherwise.

I suspect I may have been tempted to vote for the Hippos resolution. I'd certainly be interested in reading the arguments 'for' and 'against'.

Possibly the finest resolution not to reach quorum was Bahgum's Untarnished Joy. I nearly wept when that disappeared off the proposals list.
