UN Conventions on War: Debate

I've noticed that while we have many resolutions dealing with war, we don't have a 'Geneva Convention' or are missing vast portions of what we need, here is a suggestion of what would need to go into a Convention on War:

UN Conventions on War

1. Establishes a UN mandated list of banned weapons and practices, including but not limited to: Biological Weapons (recalling UN resolution: Elimination of Bio Weapons)and Land Mines (recalling UN resolution: Banning the Use of Landmines). Further items may be added to this list through subsequent resolutions.

We already have a couple of banned weapons/practices, so these should most likely be included in any resolution

2. Recalls and reaffirms the UN resolution: Wolfish Convention on POW. Prisoners of war (POW) shall be defined as those in the custody of the Detaining Power

If we are making a one document resolution on war, then we should include this great rules on POWs

3.Duties of an Occupying Power

To be defined.

What other clauses do you thinkg would have to be in a Convention on War?

This thread is discussing the possibility of banning or limited chemical, biological and nuclear weaponry. MSL's suggestions for incorporating possible legislation on these and other weapons are excellent, as is his idea for an NS equivalent of the Geneva Convention.
