Most powerful delegate in terms of the votes he/she brings to bear would be one of the Pacific delegates.
In terms of "an opinion that carries a lot of weight", that's harder to say.

I have looked at them but I believe states with more endorements exist.

The five most powerful delegates I know of, in a "Nation (endorsements) region" format are:

The twoslit experiment (546) The North Pacific
Norion (540) The West Pacific
LadyRebels (498) The South Pacific
1 Infinite Loop (457) The East Pacific
Mikes Hope (364) NationStates

Looking at the current list of delegates who have voted on the current resolution, no other delegate with over 100 votes has voted.

to answer mathius' question, all new states created start in one of the four pacifics (or is it five, with central pacific?)., which I believe is chosen at random.

From what I can recall, Francos Spain, delegate for The Pacific (as opposed to Pacific, or any of the other thousand or so regions with 'Pacific' in their title...OK, I exaggerate) has at least as many votes as any of those mentioned - there are over 7,000 nations in his region.

The reason this was posted by Admin UN Survey was an attempt to telegram the delegates (http://www.nationstates.net/forum/viewtopic.php?t=124300) with a bogus 'Admin' account and ask for their password. Methinks the author was a bit naive or stupid in his attempts, based on LadyRebels' posted telegram.

There is a reason why our host is an ex-nation.

Well what do you expect from a guy with a name like Admin UN Survey. It seemed obvious he picked it, in order to impersonate authority.
