Greetings most glorious nations. Again the magnificent nation of Bahgum presents a humble proposal. Read (enjoy?), debate and have a pleasant discusion!! (see below)

Landmine Reduction
A resolution to slash worldwide military spending.

Description: It is globally agreed that landmines are a particularly unpleasant aspect of warfare.

Bahgum recognises that a blanket ban, or reliance on unilateral disarmament would be unwelcome so we propose a 'landmine credit trading system' instead.

We propose that:
Any nations wishing to plant landmines, must notify the UN (or face war crimes proceedings).

Such nations must donate a limb from a government cabinet official for every fifty mines planted.

This will force governments to face the consequences of landmine use and should create a positive feedback loop, leading to much reduced incidence of landmines in warfare.

Although I agree that landmines can be bad in war. They are also good because it will always keep people on their toes and away from your troops.

These weapons indiscriminately maim and kill civilian targets. When conflicts end, landmines pose a serious threat to farming and render large portions of land unuseable. The expense and difficulty of removing landmines after hostilities cease means that farmland and other areas might never be useful to populations for any enterprise. For this reason the immediate banning of the use of landmines in conflicts carried out by UN counties is called for.

Ah, comrade. I would love to acquiesce to your well articulated proposal, but it is an impossibility. The following is my argument to the contrary of the afforementioned proposal:

-24 years ago, Rebeland was ravaged by a gruesome civil war. As such domestic warfare was an inevitability. One of the opposing factions used an incredibly concentrated (immense) quantity of landmines. They used so many land mines in one 13 mile area, that the area has been fenced off. So you see, even if we did agree with your proposal, it would be impossible to remove the landmines without severe injury.

If the area is fenced off, you could simply detonate the entire group of mines. In other words, carpet bomb those 13 square miles. Not so imposible.

Bahgum appreciates that a landmine ban has been activated, however, we feel that a resolution which links landmine activities to the arms and legs of government officials will reinforce such a ban and make it much harder for politicians to work around a landmine ban (have you tried signing dodgy documents with no arms?).
With that, Bahgum goes to join the circus in the other thread, gladdened (if that's a verb?) by the outbreak of refreshing lunacy in that thread.....

It wouldn't decrease military spending. It would send it through the roof. Instead of using landminds, nation will need to spend infinite amounts of capital to achieve the same result.

By simply banning them, you'd have to go back are remove the existing ones. That in itself is very costly both in people and resources.
