Towards A Better Fair Trial Proposal

Representative Jacobs of Renistan takes the floor:

I have noticed representatives from several nations note that while they support the Fair Trial proposal in principle, they disagree with a few of its specifics or are unwilling to support a proposal with significant grammar errors etc.

Since Renistan's Commission on Foreign Relations generally supports the idea of an improved fair trial provision, I have been instructed to open a dialog about how delegates wish the proposal would be changed. Hopefully, from this dialog a new proposal can be created that improves upon the old one. (OOC: This of course assumes that the old proposal fails which seems unlikely at this point)

I have been instructed to get the ball rolling by suggesting that point 5 be amended from stating that a fair trial is one that is:

5. Is held in the venue from which the crime was committed.

To

5. Is held in the venue from which the crime was committed [unless the court finds that extenuating circumstances (such as media coverage) has predjudiced the jury against the defendant]

Thoughts on this change? Other changes that should be made?
