there is no other moraly legitimate justification for the continuous existence of any government in any form then the well being of every blade of grass, mote of dust and sub atomic particle over which it exercizes its claim of soverignty.
this 'well being', while included to such obvious things as food, shelter, educational oppertunities and public saftey, also encompases insuring that oppertunities exist for the gratification of creative expression and what zoo keepers call environmental enrichment, which is to say interesting, inspiring and nonhomoginous surroundings.
it also recognizes that for food, shelter and other basic exigencies of life to be reliably sustainable a healthy and diverse natural environment is also required. that indeed it is required first, for without it there is no air to breathe and without breath there is no life as we know it for our own species.
this does not mean that any of these things require to be hierarchicly dictated, far from it. rather: that for a government to justify its existence such compensation is owed to its populace.
