While the U.S. "Patriot" Act may make some want to more closely define a fair trial, the parameters put down in the most recent UN issue will make some crimes impossible to deter.
Imagine if every witness against a mob boss had to be so publically. If this were true, there would be no witnesses to control the mob.

You have to remember that most governments are indistingushable from organized crime.
