Most decisions should be made at as small a level as possible. Many decisions should be made by individuals, as long as they don't harm anyone. If a government is needed for things like police, the town level or city level is best for making decisions.
Once you get past the state level, to a national level, that's when governance becomes hectic, if not impossible. There will be too many people that feel that the big bad government "forced" its opinion on people. Likewise many people will be trying to force their opinion on the rest of the people.
This is best demonstrated by the Nation States UN where the biggest complaint about every resolution seems to be that it infringes on "national sovereignty". I totally agree. If you don't like the laws of a state or city, you can easily move. If you think the laws of the country infringe on your freedom, where can you go? I suppose a whole new country . . . but it shouldn't come to the point of having to give up your citizenship.
Just a lesson in why small, town level government is best, and "federal manadates" or national laws should pretty much be non-existant. =)
