How does the UN ensure that member nations are following legislation? (Is is RP?) Does the game, automatically enact some kind of code? Are nations just expected to reflect resolutions w/ future legislation?

How does the UN ensure that member nations are following legislation? (Is is RP?) Does the game, automatically enact some kind of code? Are nations just expected to reflect resolutions w/ future legislation?
After the passage of the legalization of prostitution resolution, the Conclave of the Confederacy of Mikitivity made note of the UN resolution. It was already law, but the Conclave went ahead and passed a new Resolution reaffirming the UN resolution.
We've assumed that some member nations did so and that others did not. But this is to be expected from nations that don't even hold free and frequent elections!
And of course other nations have publically announced that they aren't following the UN resolution. But we, the Confederacy of Mikitivity, are planning to take the issue of nations who publically defy this body on this and other issues to our regional blocs and see if perhaps some sort of censure resolution can be passed. Afterall, what is the point of this body if nations consistently refuse to respect its rulings?
OOC: I believe that the game takes former UN resolutions into account and goes in, changing your national policy along the lines of former UN action. eg: Economy is lowered by Environmental restrictions.
RP is just the way we all justify what we're doing and not :) Hope that answers your question.
