Im not sure which section this would come under, "The United Nations" or "Technical" so if i have it wrong, i am sorry.

If two or more members of a region are equal on endorsements, how is it chosen which one will become the new UN delegate of the region? and why is this particular nation chosen to be the UN delegate?

It's based on, I believe, who got the endorsements first because I've had the issued in my region before we all massive resigned from the UN in the span of 24 hours and relocated to ASLN. I know if you got your endorsements first, you become delegate, if not, the other guy does.
