If you do not add something about health codes/testing in this proposal, we will have a lot of people dying. Keep the poor safe too! If the ladies and gentlemen of the night are protected by law and healthy, then their customers remain healthy too.
Overall, I agree with the proposal, but unless I see some sort of amendment, I can't vote for it.
