UN RESOLUTION GUIDE

Here is a list of all the laws authorized by the UN: simplified and organized by type for the benefit of those new to the UN or are considering joining the UN or want to create a proposal and wish to see what is already in the law.

Business
1. All UN nations must recognize unions.
2. In the event of a strike, after 60 days all UN nations must
appoint unbiased mediators to resolve the disputes.
3. All unions in UN nations shall be free to establish or join forces
with other national and international labor organizations.
4. No nation may impede a union’s ability to create their own
constitutions and rules, elect their own representatives,
organize their own administration and activities, and
formulating their own programs.
5. Union workers shall be free from acts of anti-union
discrimination by their nation.
6. All workers in UN nations shall have the right to leave his or
her job, given two weeks' notice.
7. No employers in UN nations may due physical harm to their
employees.
8. Prostitution is a legal profession.

Child Welfare and Education
1. All UN nations must provide free education to every child under
the age of 18.
2. Child labor is an illegal practice in all UN nations.
3. No adult citizen may engage in sexual acts with a minor.
4. The term minor shall mean every human being under the age
of 18.
5. All UN nation governments shall protect minors from all forms
of abuse, neglect, maltreatment, and exploitation.
6. All UN nation governments shall protect minors from all forms
of discrimination or punishment on the basis of the status,
activities, expressed opinions, or beliefs of the minor's parents,
legal guardians, or family members.
7. In all actions concerning minors the best interests of the minor
shall be a primary consideration.
8. All UN nation governments shall ensure that their institutions,
services and facilities responsible for the care or protection of
minors shall conform to the standards established by
competent authorities, particularly in the areas of safety,
health, in the number and suitability of their staff.

Communication and Entertainment
1. All DVDs shall be cross regional among all regions in Nation
States.
2. The member states of the United Nations recognize the right to
humor as a fundamental right of all of their citizens.
3. The member states of the United Nations shall make no laws
preventing people form exercising the right to humor except in
cases where it goes against the accepted moral standards of
the community or where the humor is hurtful to a particular
individual or group.
4. The governments of UN nations cannot intercept the personal
communication (including but not limited to personal
conversations, mail, telephone calls, radio, LAN and Internet
information) of its citizens without probable cause related to a
possible crime.
5. All UN nations have to protect the right of their nations citizens
right to free speech through the media without any
interference.
6. Copyright/Patent Laws shall be the same between all UN
members.
7. Copyright/Patent organizations be modified to accommodate
the number of requests for copyright.

Government and the Law
1. Lawsuits on the basis of idiotic negligence (such as but not
limited to burning oneself with a hot beverage, injuring oneself
while using a tool in a reckless or improper manner,
consuming a legal product which is either high in fat or
damaging to the body, or any injury incurred during the
commission of a crime) on the part of the victim shall
henceforth be dismissed in the courts of UN member nations.
2. A citizen may not be held for a capital crime unless they are
indicted by the Grand Jury of their nation; except in cases
arising in the land or naval forces during times of war.
3. A citizen may not be tried twice for the same exact offense.
4. A citizen may not be used as a witness against himself in a
court of law.
5. All citizens in UN nations have the right to a fair trial. A fair
trial shall be defined as one that...
a. Is speedy and efficient.
b. Allows all parties to have adequate representation.
c. Allows all defendants to confront the witnesses against
them.
d. Presumes all defendants to be innocent until proven
guilty beyond a reasonable doubt.
e. Is held in the venue other than where the crime was
committed.
f. Has a jury of the defendants peers.
g. Is held before an impartial judge.
h. Is open to the public and media.
6. The punishment must fit the crime.
7. A person has the right to wave any of their rights.
8. A fair civil trial shall be defined as a trial that...
a. Is held before an impartial judge.
b. Compensates a party only if they proove their case
beyond a shadow of a doubt.
c. Allows people to have their own private representation.
d. That renders verdicts proportional to the offense.
9. All citizens have a right to know what they are being charged
with prior to being arrested or detained.
10. Any arrested person in a UN nation must be assumed innocent
until proven guilty.
11. All UN nations are to grant self-rule to all of their citizens on
some level whether it be Local, Regional, or National.
12. A UN nation may not allow family members to be held
accountable for the crimes of their relatives.

Health Issues
1. Citizens in every land have the right to at least one toilet in his
or her home.
2. Citizens in every land have the right to at least one washbasin
in their home.
3. Citizens in every land have the right to at least one bathtub or
shower in their home.
4. Non-Mandatory Vaccinations for diseases including but not
limited to Malaria, Typhoid, Rubella, Cholera, and Polio will be
provided by UN Nations.
5. The following are UN recommendations for Health Care but are
not enforced…
a. Provide healthcare to the nations children.
b. Those citizens who are a part of the working
populace should be provided with healthcare.
c. All Senior Citizens should receive healthcare
benefits including prescription drug coverage.
d. Health Care should be provided for the needy and
poverty stricken.
6. There exists and International Red Cross Organization that
provides support to all UN nations in need.
7. The United Nations is dedicated to the education and
enlightenment of all UN nations of the effect and issues related
to AIDS and HIV.
8. Mandatory HIV testing of national and international blood
banks and pools.
9. All UN nations shall contribute to a fund to be used to purchase
necessary drugs and distribute them at low costs to the
populations of seriously afflicted countries.
10. The UN provides that nations offer economic incentives to
multinational pharmaceutical companies who allow AIDS
medications to be bought in bulk and at lower than market
prices.
11. Everyone over a certain age (to be determined by individual
nations) OR who have a life-threatening illness (to be
determined by individual nations) have the right to choose to
end their life by means of assisted suicide or Euthanasia.
12. If an individual is in a coma for a time period between 5 and
10 years (to be determined by individual nations) the next of
kin may choose to end that person’s life.
15. Euthanasia efforts will be carried out in the most painless way
possible.

Human Rights
1. Discrimination and Slavery
a. Slavery, the selling or purchasing of people, shall
be illegal in all UN nations.
b. UN nations must pass laws protecting people
from discrimination in all parts of life.
c. All human beings have the right to be treated
equally under the law of any member nation.
2. Property
a. All UN citizens have the right to own possessions.
b. A citizen’s private property may not be taken for
public use, without just compensation.
3. Marriage and Sexual Relations
a. No UN state shall concern itself with what goes on
between consenting adults in the privacy of their
homes unless it becomes an issue of national health
risk.
b. Same sex marriage in UN nations shall be protected
and endorsed by the law.
4. Religion
a. UN nations must support and promote a greater
understanding and tolerance of all religions.
b. All UN nations have to protect the right of their
nations citizens right to choose to worship any faith,
and to change their religious beliefs at any time
without punishment on the part of the state.
5. All UN citizens shall have the right to travel freely throughout
their country.
6. All UN nations have to protect the right of their nations citizens
to assemble peacefully.
7. No UN nations shall have the right to use torture or cruel or
inhuman treatments or punishments against its citizens.
8. Fair and humane treatment of all mentally ill citizens in all UN
nations shall hereby be protected.

Miscellaneous
1. All countries within the United Nations shall be converted to the
Metric standard.
2. Any company or individual found to be using SPAM messages
shall be fined the equivalent to five hundred thousand dollars.
3. Personal Information on passports shall be presented in a
consistant format for all UN nations.

Military and Weaponry
1. The UN mandates that all member nations provide ample
military budgets.
2. The use of landmines is hereby prohibited in all UN nations.
3. The UN shall oppose all wars fought in the name of God and
religion.
4. UN nations during times of war cannot restrict the sale of
medicine or medical supplies.
5. In cases of war occupying forces may not prevent doctors
from entering the nation or region to treat the sick, wounded,
and dying.
6. The use or creation of biological weapons in UN nations is
hereby prohibited.
7. Prisoners of War
a. Prisoners of war must be treated humanely at all
times.
b. The Power detaining prisoners of war shall be
bound to provide free of charge for their
maintenance and for the medical attention required
by their state of health.
c. The Detaining Power shall treat all prisoners of war
alike, without any adverse distinction based on
race, nationality, religious belief or political
opinions, etc.
d. Every prisoner of war, when questioned on the
subject, is bound to give only his surname, first
name and rank, date of birth, and army,
regimental, personal or serial number, or failing
this, equivalent information.
e. Prisoners of war shall be evacuated, as soon as
possible after their capture, to camps situated in an
area far enough from the combat zone for them to
be out of danger.
f. Prisoners of war shall not be unnecessarily exposed
to danger while awaiting evacuation from a fighting
zone.

Science, Technology and the Environment
1. All scientists are free to research in any nation that they
choose.
2. Let it hereby be known that Single-Hulled Tankers are banned
in all UN nations.
3. UN nations must recycle all its paper, glass, aluminum and
batteries.
4. Historical sites must be protected in all UN nations
5. The development of Hydrogen Powered cars must be an
ongoing project in all UN nations.
6. If any individual, private or public enterprise in UN nations cuts
down over 5 acres of trees, they will be required to have the
same number of trees replanted.
7. The UN shall create an International Space Initiative (ISI)
whose job will be to plan, build and implement space
exploration on a committee basis with shared expense and
reward.
8. Toxic Waste
a. All UN nations must ban the dumping of toxic waste
in its waters or on its land.
b. All businesses in UN nations must “filter” all liquid
wastes.
c. The punishment for violating these laws shall either
be 5 to 7 years in a federal prison, a fine up to
$10,000, or 100 to 500 hours of community service
to be decided upon by the individual nations
governments.
d. All UN nations governments shall authorize a
minimum of 3 non-profit, only 'cleaning' and 'citing'
organizations per town or city.
9. The UN shall create a World Heritage List where UN nations
may voluntarily list sites of environmental significance both
internally and globally. Listed sites would be protected from
logging, mining and other environmentally damaging activities.
10. All nations in the UN shall require its automobile manufacturers
to spend a minimum of 1% of their profits toward alternative
fuel research.

UN Policies - Some of these laws may or may not be enforced based on the decision on part of nation states creators if they deal directly with game mechanics.
1. Voting time for resolutions shall be limited to a 48 hr period.
2. The UN may not collect taxes directly from citizens from any
member nations.
3. No UN nation may propose more than one resolution per work.
4. A search function will be provided in order for UN members to
find proposals or resolutions in a speedy fashion.
5. A Secretary General, voted on my regional delegates, shall
create and monitor comities whose job shall be to overlook UN
proposals before they come to a vote.
6. Any proposal made to the UN must use proper grammar –
those nations who submit proposals with improper grammar
will be suspended from submitting proposals until which time
they can show that they have improved their language skills.
7. All UN nations have the right to view UN statistics regarding
their nation.
8. 5% of all delegates must approve a proposal before it can be
voted on by the general member states of the UN.
9. All proposals submitted are to be subject to monitoring and
strict scrutiny.

The category entitled "UN Policies" contains many Game Mechanics-based resolutions which are both unenforced and unenforceable. They should probably be deleted from the list you've got there, even if just for clarity's sake.

I was wondering about that when I typed this up but all of those things have been passed by the UN so they should actually be enforced but a lot of them aren't happening which I don't know what we can do about it.

In pure game-mechanics terms, every single one of those resolutions has been enforced. "Search Function", for example, was classed as a "Furtherment of Democracy" proposal (if I remember rightly) and on being passed everyone's political freedoms went up. The fact that a search function now exists is a different issue. The same goes for any other game mechanics-altering proposals.

To keep them in a list of "proposals which have been passed and should be enforced" is a dangerous thing, since it will lead newer nations to assume either that these proposals are being enforced and wonder why they are not, or that game mechanics can be changed by resolution and then wonder why they are sent telegrams warning them not to try. Neither of these outcomes are good.

Ok I fixed it - I put in a statement that should clear up the policies section. I also updated it with the new policy - I plan to keep this updated as new resolutions are passed.

Am I the only one who sees a problem with this list?

We sit in here, day after day, endlessly discussing the subtleties of phrasing and how they can be intentionally or unintentionally misused. Now here we have a simple list of what might or might not have been intended, as created by a single reader.


Lovebug, I appreciate the effort you put into this. I just don't see it as necessary or especially desireable.

I've marked the specifically game mechanics proposals. You might want to edit the original post to clarify that one or two in that last category are reasonably legitimate.

Lovebug, I appreciate the effort you put into this. I just don't see it as necessary or especially desireable.

This is still useful, because even if it doesn't give a direct guide as to what is necessarily law, it does tell people what issues have already been dealt with. If everyone read this before submitting a proposal and it had a notice reminding people that you can't repeal or amend resolutions, we wouldn't get nearly so many annoying repetitions and illegal attempts to repeal etc.

Regarding the notice about repeals/amendments, that much at least is covered in my sticky at the top of the forum - a thread to which people are referred before posting a proposal (well, they don't have to read it...).
I'm inclined to agree with the statement that some of these synopses of resolutions are only one interpretation of a rather vaguely-worded resolution. As a result, I'm not inclined to sticky this thread - although another mod may feel differently and is welcome to take action based on that opinion.

What if there was a simple list of topics that had been covered, e.g. if instead of explaining the conditions when euthanasia is legal, it could say "Euthanasia has been legalised". That would help people to quickly work out if what they were proposing would be a repetition or repeal.

I took exactly what was written, took out the parts that were not actual laws and simplified the language. I don't think that I put much interpretation into it. And am I the only one to notice this but a repeal has actually happened with the required basic health care bill - they entitled it a replacement bill but item one and this is direct quote is 1) The resolution “Required Basic Healthcare” is to be no longer enforced by the UN. But as I read that statement it clearly refers to a repeal of the previous act. With the UN were not talking about gameplay were talking about rp so repeals in my opinion at least are very possible. I plan to keep this list up as new proposals get passed, like I said if you think I missunderstood a bill or a statement then let me know but I think even for my own benefit if I choose to write a bill having this in front of me will keep from adding to the never ending list of already proposed bills. For those of us who haven't been around since the beginning it may be a daunting task to read every line of every bill thats been based and as more proposals come to the table it will become even more confusing.

To keep them in a list of "proposals which have been passed and should be enforced" is a dangerous thing, since it will lead newer nations to assume either that these proposals are being enforced and wonder why they are not, or that game mechanics can be changed by resolution and then wonder why they are sent telegrams warning them not to try. Neither of these outcomes are good.

The they should be included in perhaps their own block, with a large easy to read foot note explaining that since their passage the subject of altering game mechanics has become taboo.

I honestly think most new nations will understand the wisdom in that. Afterall, things grow and change, as do rules.
