The Empire of Benicius has apparently had war declared upon them (though unsure, perhaps some interpretation here can be provided).

We have made no hostile moves, our navy is either in territorial waters, port or international waters.

The Cartorian city of Shive's strees are packed with thousands of people on their distant planet.

From the city's largest build a man strieds out onto the balcony and says into a microphone, "People of this noble city. I have come from my home in the capital city to let you know our empire shall expand. For his hostile (and annoying ooc ones too) actions twards our ally Shinoxia, Benicius shall fall in this year. And.....". His voice was drowned out by the crowd momentarily then raises his hands. The large monitor behing him shows his motion and the city falls scilence. "We shall make his country fall without losing one man." His booming voice echoes through the city as he turns and walks back up to the building. The crowd resumes their cheering.

The Empire is quite confused about this somewhat vague declaration. Apparently, this war has something to do with being annoying?

Does the UN consider this justifiable, because nowhere in the history of mankind can Benicius find a war over pure dislike.

Anyway, the Empire has done nothing to Cartoria, and asks for support in case this nation decides to just go beserk...we are truely confused by this vague declaration.

We realize we don't speak for the entire UN, sir, but perhaps this is something your diplomatic staffs need to work out. At this point, the UN does not take offical notice of the causes for war. This issue would be better discussed elsewhere in the NationStates.

We suggest either ignoring it (works great every time), or working it out in II or NS.

We survived a couple wars but our unstable truce is killing us.

Is this a specific man? His country could lose millions of people in this war, but as long as that one man doesn't get lost, he's kept his word?

Or did he just invest in a ton of cartographers?

Just to let you know - the UN doesn't actually have a list of coniditions for a justified war.
