UCP revisited: UCP2

MSL would like to gather support for an addenndum to the UCPL as we all recognize two facts:

1. The UCPL is deeply flawed.
2. The UCPL is going to pass.

Some nations have supported complete freedom of knowledge while others believe that one should always receive compensation for their intellectual work. Seeing as how these two beliefs are at odds we have two options, we could pass a quick proposal that delays article 1* by sending it to committe which would have to draft a third proposal or we could decide on some quick issues right now and argue over the length of IP and all the rest at a later date (once again needing a third proposal to fix the gaping flaw in this proposal).

Our suggestion is this:

All copyright/patents registered as of the proposal passing would go through this new agency that Anward has suggested and we will give a 20/10 year from this date copywright/patent to all holders present holders of IP even if more than one nation claims copywright to it. That way all present IP will be transferred over to the new system although it may cause a minor hiccup.
The length of IP is another issue. We would like to see perpetual IP, but the ownership defaulting from whoever currently owns it after the end of the term. Sounds like normal IP, what we'd like changed is that at the end of it's term the IP would change ownership to a new agency that would act as a licensing bureau for all mankind's accumalated knowledge. As the length of a normal patent would have expired by the time this agency would be collecting fees off it, it would only charge minute amounts for each use of it's knowledge rather than the expensive licensing agreements for new IP.
This money could serve to fund diverse programs for the UN. Right now the UN is nothing more than a debating society, but with the right funding which this would enable, the UN may be able accomplish some of it's goals. Eventually the agency could serve as the sole source of income through it's user fees system.

MSL would appreciate feedback on this proposal, any counter-proposals, flaws, or other issues we may have missed. We would like to continue this topic until we reach an agreement we would all vote for.

*1. Copyright/Patent Law be the same between all UN members.

Your proposal would expropriate ownership rights for the sake of government revenue.

We support freedom of information and knowledge. We oppose the chaining of knowledge by the elites of society, be they financial or governmental. We value the freedom of information, and will not accept property laws requiring us to commodify information forced on our people, any more than we would accept other such "free trade" bills that would require us to allow foreign businesses to commodify our forests, water, air, lands, minerals, music, or people.

Therefore, any codification of intellectual property to be forced on all UN member nations will be opposed by the Autonomous Peers.

Further, if it looks certain that this Information Authoritarianism bill will pass, we will resign from the UN.

Emperor Matthuis isn't a UN member, which doesn't seem to stop him from posting opinions on most proposals. I think he means it's fine that Non-UN members are unaffected by this resolution.

Collaboration: As noted, the IP would only revert to government after a fixed term in the hands of those who would normally have it, as long as we would like them 7 years, 11, 20... whatever it is decided on (more for copywrights)
Autonomous Peers: We have to move passed opposing the UCPL, as it is coming into power (If you check with the UN screen you will see that it is passing presently) no doubt about it. While the UCPL is unworkable it is going to be law, which means that it's going to be a field day for trade lawyers.

We of the Grand Atoll agree with MitsubishiSonyLockheed. The soon-to-pass proposal as serious flaws, for which we vote against this resolution. The changes MSL proposes will enhance the free flow of information and ideas. This is something from which we of the UN can only benefit.

This law is injurious for the economies of the small nations, as some instruments that the corporations are trying to apply in the "real world".

Excuse my bad english, is not easy to discuss the UN issues for not english speaking people, but was important for us to tell it. Candombe voted against the UCPL and call all the poor countries to do the same.

This proposal is the last thing Bariloche would have expected from the UN, it is enough already, seeing that all the people that was proposing changing the Euthanasia laws surrendered and that is almost sure that in this case the same will happen Bariloche will leave the UN before this is passed and will strive to keep its international politics as free and uninstitutionalized as possible.
