Suggestion for a new Proposal.

Catagory: Human Rights and/or Health
Strength: moderate

Description:
It has been noted that Stress is a major factor in modern life, impacting virtually everyone.
It has also been noted that this impact significantly degrades the enjoyment of life and negativily affects individuals health, as well as their productivity.

Therefore it is proposed that a NEW Human Right be created, called The Right to Relax.

To enact this Right it is proposed that:

Incorporated into national Labour laws there should be a requirement for a break lasting 5-10 minutes per working hour each day. The precise amount of time being dependent upon the degree of workplace stress as defined by Health and Safety officers. These minutes maybe accumilated per day to give a longer rest.

In addition, for those that are non-working eg: students, home-makers, child-caregivers or otherwise not in offical employment. There should be an allotment of a minimum of 2 hours per week wherein they are not required to do anything, except on a voluntary basis.

In furtherance to this:
It shall be required that each nationstate provide appropriate recreational facilities for individuals to spend their alloted relaxtion time at.

Ok, that's the proposal. I'd welcome suggestions as to improving the wording, and ideas as to some of the affects it would have.
I think it would probably improve the economy, because happy workers are productive workers. But I'd welcome any other "knock-on" effects as well.

(p.s if this shows twice, blame the damn server for acting buggy and seeming to eat it the first time.)

Knowing that I had a full days work ahead of me but having to put it down every time I got started would really stress me out.

Instead, I would propose the introduction of a do-not-disturb period during which all phones were blocked (save for emergency numbers), email did not get delivered and all bosses were equipped with mandatory muzzles.

Only problem is that of time-zones, when the period woudl be most beneficial for all. I'll look into that!

The Rogue Nation of Greenspoint resents any effort by the U.N. or any other NationState to micromanage our population's lives. This proposal delves too deeply into the day-to-day lives of individuals while mandating that each UN Member State spend MORE money.

Stress Management is a matter for individuals and/or NationStates, depending on the form of their government. It is NOT a matter that the United Nations should be addressing.

We would oppose this proposal no matter how well worded.

Oh, as decided by the UN index, eh? What about communist nations, where everyone works the same amount? This is yet another ridiculous attempt by a capitalist nation to impose their ideals on the nations of the world! Keep your morals on your side of the fence.

This proposal is Begging for some fun examples and wit to be inserted. There are loads of ideas to liven this up (i.e. not slacking off really etc). Make it fun (but keep the principle) and Bahgum will be happy to support. Keep it dull and workmanlike and we will merely view it as a fine idea wasted. Good Luck!!

MSL wishes pledge support for this proposal, although not in this format. Add in: "Addendum, all recreational drugs are legalised in acknowledgment of use in relaxation techniques".

The Grand High Poobah Has meditated upon the comments so far and has this to say.

"The minutes saved will be as hours later. Many a wise man naps after lunch..."

This maybe interpreted as meaning that although 5-10 mintues are alloted per hour of work, they may be used as the individual sees fit, taking them as a block after lunch for example, when no-one works very well anyway.

Further: "The gilded swan sees only it's reflection"

We are not a capitalist nation, indeed private enterprise is illegal within our borders. However we acknowledge that all nations have workers.

We are also not adverse to the use of transendental medication, but do not seek to impose our beliefs upon those that prefer to get high on life alone. Thus we add the appendium:

Where drug use is legal, it can be used to stimulate recreation and relaxation.
