Suggestion for a new Proposal.

Description:
It has been noted that Stress is a major factor in modern life, impacting virtually everyone.
It has also been noted that this impact significantly degrades the enjoyment of life and negativily affects individuals health, as well as their productivity.
Therefore it is proposed that a NEW Human Right be created, called The Right to Relax.
To enact this Right it is proposed that:
Incorporated into national Labour laws there should be a requirement for a break lasting 5-10 minutes per working hour each day. The precise amount of time being dependent upon the degree of workplace stress as defined by Health and Safety officers. These minutes maybe accumilated per day to give a longer rest.
In addition, for those that are non-working eg: students, home-makers, child-caregivers or otherwise not in offical employment. There should be an allotment of a minimum of 2 hours per week wherein they are not required to do anything, except on a voluntary basis.
In furtherance to this:
It shall be required that each nationstate provide appropriate recreational facilities for individuals to spend their alloted relaxtion time at.

Ok, that's the proposal. I'd welcome suggestions as to improving the wording, and ideas as to some of the affects it would have.
I think it would probably improve the economy, because happy workers are productive workers. But I'd welcome any other "knock-on" effects as well.
(p.s if this shows twice, blame the damn server for acting buggy and seeming to eat it the first time.)
