Culture and Heritage Council. Please vote.

A resolution to increase the quality of the world's environment, at the expense of industry.

Proposed by: Yorkshyre

Description: In addition to the earlier creation of specific councils under the UN, I.E the Security Council, Human Rights Council, Environmental Council, Trade Council, etc. and the implementation of basic protection for historic sites, it is the proposal of this nation that we create a new council, namely a Culture and Heritage Council, for the preservation of all human history, irrespective of 'political correctness', and protection of the variety of human cultures in our world.

We propose that it is the right of every human being to have knowledge of and access to their own history and culture, through study and through preservation of culturally or historically important sites, that no culture should be threatened or endangered by another, and that protecting and preserving our heritage is far more important than building more high rise apartment and office buildings, or large soulless housing estates.

This council would include the protection of all sites deemed:

1)World Heritage; a site of importance to all races and nations, irrespective of location.

2)Culturally Historic; a site of national or cultural importance to a specific nation or people.

We also propose that the following also come under the direct protection of this council:

All endangered historic and culturally significant sites in war zones or disputed territories so that they may be preserved from potential destruction, desecration and academic eradication due to a history deemed 'politically unsuitable', until such time as their geographic or political location becomes stable enough for the return of control to the local authorities.

This proposal also recommends that all new building work must first have an historic and archaeological survey performed before it may commence, to prevent the destruction of sites unknown at this time, and enable the better study and protection of our history and cultural diversity for present and future generations.

There should be some size limit placed on what constitutes a "site".
Is it to be a lot, a block, a neighborhood, or a county?

The Rogue Nation of Greenspoint does not view the protection of our nation's culture and/or history as anyone's responsibility or business but our own, the existing U.N. resolustion on protecting Historical Sites notwithstanding.

We view this as an issue with which the U.N. should not concern itself.

In addition, we find fallacious the concept of there being a World Culture and request that the esteemed ambassador of Yorkshyre provide an example of a site within our world that is of such historical and cultural importance to all races and nations.
