Proposals, why and how??

Dear Fellow Nations,

The glorious nation of Bahgum has now submitted a few proposals, some fun, some serious, and has met a uniform lack of endorsements. Bahgum has taken as much care as possible to ensure that the proposals are well written (obvious typos looked for, a little humour inserted, some thought to matching the criteria etc).
However, we have noted that during this time some really poorly written, boring, and uninspired ideas have been ratified. Our question is: How do they do it???? Who ratifies them? How should Bahgum go about acheiving similar success? (although we don't wish to lower our standards and abandon our mission to restore the original quirky nation of the game to UN proposals)
We always post a note in the UN forum, tell a few friendly nations, what else can you do? We don't wish to Spam nations, so how do you get your proposal seen?? Or are there voting cartels out there we need to know about?

Any help greatly appreciated, squads of cart-horses laden with Bahgumian ale are waiting to be dispatched to helpful nations!!

It strikes me that the majority of the intelligent and good-humoured UN representatives are active on the boards. Unfortunately, it strikes me that the majority of UN representatives are neither intelligent nor good-humoured, especially judging by the major approval of the current proposal in the UN. I don't know what to tell you. Maybe put some typoes in and try to drag real-life politics into a game. It seems like that's what gets approved...

Damn shame, really.
