UN & Asteroids

Glorious Greetings fellow nations. The most magnificent Dominion of Bahgum is pleased to invite a constructive debate on the following world issue, which the UN may be excellently placed to help with.

There be Rocks up there
(International Security, mild)

Whilst the various nations of this great planet content themselves with various rounds of bickering over guns, diseases, wars, naked ladies, hippos, which TV channel to watch etc, it has only been by luck that a large rock hasn't dropped out of the sky and ended such arguments for good (although one suspects that the divine powers that be have considered it a few times).
It is proposed that:
A worldwide space debris monitoring system is established with the aim of detecting and giving the longest possible forewarning of dangerous space objects.

A concerted effort is made by the UN to establish regular workshops on just what courses of action, and their feasibility, can be taken if such an object is detected.

The odds may be large (actually they are pretty much an intelligent guess), but not doing anything when the effects could be so severe is not an attractive option. You never know, we may learn something as well!

Find a way to do this with zero funding, and Frisbeeteria will be delighted to back it. This is exactly the sort of pointless and frivolous debate we Fribeeterians revel in. Bravo!

The Rogue Nation of Greenspoint is an ardent supporter of the Texas Regional Space Program, including both shuttles and the Space Station NewAlamo, and cannot support two such programs.

We would not support such a proposal.

Hold on. I think you'll find that a cost free resolution of any kind is nigh on impossible. To action anything, there is a cost. The cost of a space observation programme (and most advanced nations have observatories already of some description which can have some time reallocated), when shared over the world pales into insignificance against a world vaccination programme or insisting that all nations create pleasant mental institutions (currently being popularly voted for), and much less than a Mars manned mission which one certain real country is thinking of paying for (mostly) by itself.
Besides for a fairly small cost, to offset against the ginormously huge cost of replacing a whole city/ region after a medium sized impact is not a bad investment.
