Smoking holly leaves isn't illegal. It also isn't very good for you, very tasty, or socially acceptable in many circles. There is also a good reason for the above. It kills you.

What you are suggesting is we spend money to get our people to do something, then we spend more money to cure the problems it creates. That sounds like a foolish idea to me.
