Support UN Proposal "Uses of Outerspace"

I have submitted the following proposal and request your debate and support.

Uses of Outerspace

Governing the activities of Nations & Regions in Space,on the Moon & Other Celestial Bodies.

To promote on the basis of equality the further development of co-operation among Nations & Regions in space exploration.

1. All exploration & use of space shall be by all Nations & Regions exclusively for peaceful purpose.

2. Any threat or hostile act on a celestial body is prohibited.

3. Nations and Regions parties shall not place nuclear weapons in orbit or other trajectory objects or weapons of mass destruction.

4. The exploration & use of celestial bodies in space shall be carried out for the benefit & in the interest of all Nations & Regions irrespective of their degree of economic or scientific development.

5. All shall be guided by the principle of co-operation & mutual assistance in all activities concerning exploration of space.

6. All shall take measures to prevent the disruption of the existing balance of environments.

7. All will report and answer to a committee of UN scientist.

8. A committee of scientist, composed of one representative from each Region shall be formed to monitor compliance and handle violation concerns.

Before you finish with the self-congratulation and back-patting, let me point out a few things:
Governing the activities of Nations & Regions in Space,on the Moon & Other Celestial Bodies. .
Since this earth is also one of the celestial bodies, and since you haven't defined what constitutes "space" (100 miles outside of the troposphere? One mile from terra firma?), your proposal bans war, nuclear weapons, and other weapons of mass destruction. It also regulates the environment, national and international economies, and all other matters concerning "the benefit & in the interest of all Nations & Regions"

Also, since this proposal only applies to current members of the UN, anyone who isn't a member would now have the option to blackmail UN members with orbital nukes, or claim the Moon or Mars for their own purposes, with UN members unable to protect and defend their own interests.

I'm afraid we won't be supporting this one.

The Dominion of Xha'dam has issued the following statement in regards to the mentioned proposal

Xha'dam will not, and indeed cannot, allow itself to be bound by this resolution.

Xha'dam is a planet sized base built eons ago by the Shadows, our masters, and now that they have gone away, we are it's keepers and rulers. They left to us two worlds; their home of Z'ha'dum, and their hidden fortress of Xha'dam. Z'ha'dum was destroyed and that is all we will say on the matter. All we have left now is Xha'dam and we will not allow it to come to harm.

Xha'dam is where we live, work, build, and develope. Therefore, as per your proposal, if it were to become a resolution and pass, everything we do would be influenced by this. We could not find and gather our own resources because of articles four and five. We could not have any military at all because of articles one, three, four, and five. We cannot keep any advances in technology to ourself due to articles four, five, and seven. In short, this proposal clearly violates our rights as a nation and as such we must not allow this to be passed.

If this resolution were to become UN policy, Xha'dam would be helpless if we were to remain in the UN. Therefore, should this proposal pass in spite of good sense, Xha'dam will leave the UN, as will many of, if not all, the space powers that would be crippled by this. However, we of Xha'dam are not worried as very little makes it to the UN and we are certain this will not be one of the proposals that does. We condemn this resolution and urge Magicality consider that not all nations are Earth based. No, we will not support this terrible resolution and we urge others to do the same.

Greetings:

The RCO cannot support this measure. While we have many issues with it, our key concern regards the committee of UN scientists. The issue of space exploration and exploitation is more than merely a scientific matter, but also an economic and political concern. The committee, while understanding the scientific elements of space exploration, will probably be woefully inadequate at dealing with the other issues surrounding outer space.

While we cannot support the resolution as it is currently written, we applaud Magicality's focus on a truly international issue (what the UN should be focusing on in the first place). If the committee element could be modified, the RCO may be willing to support it. Thank you.

Thank God that we are not in such a currupt orginization as the United Nations....The People would be broken by such outside influences that would supress their will to live a happy life free from Imperialistic Views of broken Military and Unsafe lands....

I will vote against this thing if it ever pops up.

The UN should be a community for improving relations, not governing nations.
