Mercenary Police Program

Humble Delegates and Members of the UN,

Marsaria and other newly born nations are suffering tremendous crime rates and their people are suffering. Many larger older nations live where crime is "unheard of", such countries are categorized as Police States and such.

Marsaria has comprised a program that will help new nations get their feet off the ground through a voluntary system by others.

The Program:
New nations with high crime rates can apply to receive mercenary police forces and or funding from those nations who are willing to help (THIS IS NOT COMPUSATORY). This will help lower crime rates all over the world ensuring lower mortality rates and such wonderful measures that are thus consequences of such low crime rates. Your donated funds and forces will be compiled into one force called the “United Nations Mercenary Police Force Fund” and will be supervised and controlled directly by the UN and no singular nation. The funds donated will be invested in successful markets of quick growing economic states to ensure that you WILL GET YOUR MONEY BACK IN TIME (Thus you’re actual funds will not be affected significantly). Furthermore, this is not by any means an international police peace keeping force (i.e. in real life: the US), it’s more like voluntary organ donation to countries in need.

Once a nation has returned or gained a normal crime rate (i.e. low), or show they have enough funds to handle themselves they will stop receiving funds and personnel from the UNMPF.

Police states should also know that if you do apply to this program and this resolution passes your police funding and police forces will not be drained significantly since the funds will not only be invested but also combined, therefore if everyone donates just a little bit of money and men then we’ll have a giant program of funds and personnel.

The Voting:
Since this is not compulsatory, we propose that any nations with a surplus of police funding and/or forces (police states and such…) simply to vote and you will automatically be admitted for this program. If you don’t like it then simply vote against it, if it passes, those who didn’t vote for it will not be affected. And naturally, to keep this proposal in the good faith of democracy it will not pass if the majority of states deem it unreasonable.

In Conclusion:
With the popularity of the UN and NationStates rising and seeing how a lot of new states of a democratic nature have rising crime rates, we as a governing body should consider these programs for the betterment in the quality of life for those unfortunate countries. We should help assist these countries as best we can so they can get on their feet, mature faster and be of better assistance to the International Community. And since this proposal doesn’t enforce any views on anyone and is purely voluntary (cough cough EUTHANASIA cough cough) then we the people of Marsaria don’t see how this cannot pass.

The Rogue Nation of Greenspoint is having a hard time trying to understand the concept of Surplus ... Funds and respectfully request the delegate of Marsaria provide us with a more detailed explanation.

Bottom line- Big Nations with lots of police and money donate money and police to new states struggling to control their crime rates.

Specifically-
This is all done through one big program where these Big states combine their money and police so they can help all the small crime ridden states

It sounds good.

In theory.

However I have trouble with the concept that donated funds would be invested and increase. Who pays the wages and support of the police force? The giving country? I don't think larger countries would be too thrilled with that. I douby any interest gained on donated funds would be enough to offset the cost of the police force.

This does not work due to game mechanics. If the resoloution passes all member nations will be affected.

Nations that have high crime rates are usually a direct result of the actions and legislature of the nation itself.

Marsaria, forgive me for a bit of 'ad hominum' but I see you have enacted legislature which allows employers to fire workers without giving any reason. I could concievably see how that would leave many people without a job, and thereby be forced to result to crime to meet their basic needs.

The Rogue Nation of Greenspoint sees no need for this proposal to pass, and can think of several why it shouldn't.

As a sovereign nation, we would never consider hiring foreign police forces to keep the peace within our borders, nor would we be willing to order our own troops to serve under a foreign commander in a foreign nation to do so.

As New Eriu said, any resolution that passes is mandated and forced upon all member nations. We are not willing to participate in the spanking of another's unruly children.
