Question about Regional Delegates (read FAQ already)

How does one become a Regional Delegate? Our region has 19 nations, including 7 UN members. Two nations each have 1 endorsement (mine and my ally's). No other nations have any. How do I apply/get to be a Regional Delegate?

Who needs regional delegates, anyway? They are too hierarchial.

A regional delegate gains the rank when they have more endorsements than any other nation, I think that if there are two or more nations with the most endorsements, then you don't have a delegate until one of them have one more than the others.
