Dear UN Regional Delegates:

I have proposed UN Resolution "Winning the Fight Against AIDS." The text of the resolution can be found below. I ask that you all please support the fight against AIDS and allow it to proceed to the next level so that all UN member nations may consider it. Thank you so much!

With pride,
B. Neal - President
Commonwealth of Homotown

Resolution: Winning the Fight Against AIDS

Whereas, today, 40 million people are estimated to be living with HIV/AIDS. Of these, 37 million are adults and 2.5 million are children under 15;

Whereas, an estimated 5 million people acquired the human immunodeficiency virus (HIV) in 2003, including 4.2 million adults and 700,000 children under 15; and,

Whereas, during 2003, AIDS caused the deaths of an estimated 3 million people, including 2.5 million adults and 500,000 children under 15.

Be it therefore resolved that we, the nations of the United Nations, in our effots to improve worldwide human rights do hereby declare war on the infectious disease, HIV/AIDS.

Section 1. Every member nation of the United Nations shall devote 3% of it annual Gross Domestic Product to the research and development of a successful treatment and/or cure for HIV/AIDS.

Section 2. Every member nation of the United Nations shall present its budget and a detailed and executive summary of its work and/or findings to the International Board on the Eradication of AIDS (IBEA).

Section 3. IBEA membership shall be comprised of 150 of the world's leading specialists on the disease to be selected by the UN Secretary-General. The Executive Board of the IBEA shall consist of one representative from the following organizations: United Nations (UN), United Nations Children's Fund (UNICEF),United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Office on Drugs and Crime (UNODC), United Nations Educational, Scientific and Cultural Organization (UNESCO), and the World Health Organization (WHO). The Director of the IBEA shall be selected by the Secretary-General and shall rotate among these organizations per two years.

Section 4. If a member nation of the United Nations fails to abide by this resolution, its membership to the UN shall be put on probation. After two years of consecutive probation, the nation's membership to the UN shall be revoked. The nation may reapply for membership after three years.

Section 5. Any mass production of treatment or cure, to be directed by the IBEA, for the disease shall be reserved to fiscally benefit the nation of its origination.

Psh, forget that crap. Nevermoore is not going to pay for this junk! Since we have a frightening economy we would be forced to hand over tons of money while the crappy imploded economic nations pay chump change and reap the rewards! We have treatment, they can find their own!

You may like to redo section 4. Memebership my not be revoked (game mechanics) but you may like to put a whopping fine towards the effort.

Actually section 4 is totally unnecessary, because it is technically impossible for a UN nation not to abide by NS UN resolutions.

"War" against a virus? War is a solely human endeavor, its purpose to inflict great harm upon an opponent until that opponent gives in to whatever demands are made. viruses are unable to give in; they do what they do.

Otherwise, Gleeb has no objections. We may want to eventually add malaria, polio, leprosy, rubella, etc. to the list of "enemies". But you have to start somewhere, and this is as horrible a microbe to begin with as any.

I don't support this as you're assuming that all U.N nations have huge AIDS epidemics, and 3% of our government budget to AIDS with a frightening economy and over a billion population , it would run into hundreds of billions and it will get deleted because it changes game mechanics :x

The Rogue Nation of Greenspoint is very dismayed at the current epidemic of AIDS.

We feel, however, that this proposal is not the best way to go about fighting the disease. As has been pointed out, some points in the proposal are unnecessary, and we also have concerns about the proposed 3% AIDS tax on our GDP.

Instead of initiating a 'war' on AIDS, Greenspoint would like to see the U.N. put a 'hit' out on AIDS, with a vastly large, insanely huge amount of money offered to the medical researcher that can find a cure first, and kill the little bug in its tracks. We feel this is a much better incentive to get the researchers involved in finding a cure.

I agree with Greenspoint. Perhaps you could decrease the amount of tax to be placed on the country. Maybe then more countries would be willing to devote their time and money on this dreadful disease.

The Nomadic Peoples of Serenitatis have the same problems with the economy; 3% sounds like a small bit, but it in reality a lot. Furthermore, Serenitatis is more concerned about other diseases, such as cancer, which is entirely unpreventable in contraction at this time.

The RCO agrees with the statements of some of the other members. The amount asked for is rather steep. Moreover, the RCO tends to focus more on diseases like cancer and Alzheimer's Disease - the latter certainly and the former in many cases can be caused by genetics or other elements beyond behavioral control. The HIV virus can be contained through the modification of behavioral patterns, as is the case with most or all blood-borne or mucus-membrane-borne illnesses. While certainly the RCO sympathizes with those ill of these diseases, and dedicates some funds towards its cure, we believe there are a multiplicty of diseases demanding more attention and funding than this one.

As such, the RCO cannot support the resolution as it is currently written.

With Respect,
Minister of Foreign Affairs Voegelin, Royal Commonwealth of Oakeshottland.

i don't support it as it changes game mechanics, and 3% of 1 trillion is a lot. I have more important things to spend money on.
