Global Disarmerment Act


This Act shall include such topics as to disarm different WMD's and other weapons so as to make the world more secure.

Article I: Sea Mines
Sea mines are a constant threat to international security, land mines have almost have been completly eradicated, and prevented from being produced anywhere in the world. However Sea Mines unlike Land mines, block sea trade routes and can float away from their supports blocking other channels of trade. This shall stop the production of Sea Mines and shall set up a special group, SMGG Sea Mine gathering group in order to hunt and destroy sea mines, however the SMGG shall not be government funded, instead shall rely on voluntear donations from citizens from different nations.

Article II: ICBM's
This Act shall not stop the production of ICBM's however shall restrict nations to the production and use of ICBM's. A nation that has a population above 500 million with enough people to man many ICBM's shall only be able to have a maximum total of 6,500 InterContinental Ballistic Missiles. A nation below 500 million citizens shall be restricted to a maximum of 1,800 InterContinental Ballictic Missiles.

Article III: Nuclear testing
Many nations have nuclear weapons. The only way to know if a nuclear weapon that a nation has designed works is to test it. This act will restrict Nuclear testing to the measures that. Nuclear testing shall not be conducted near urban areas or national borders. Second Nuclear testing shall be restricted to sea and underground testing only in order to reduce ground radiation levels. Finally Nuclear testing shall only be conducted in artic zones or desert zones in order to this because these two climates are almost inhabitable without proper irrigation or supply routes/drops.

Article IV: Disposal of Hazardous materials.
The disposal of hazardous materials and waste shall be left to the nation on what to do, however the nation will not be allowed to store radioactive or hazardous materials near these areas.
1. Oceans or any bodies of water
2. Urban areas or within 5 miles of anyone lives.
3.near trade routes or highways regularly traveled.
4.near national borders.
5.near any infrastructure of that nation.
Also this hazardous material shall be stored underground in lead lined steal silos with proper security in order to prevent sabatoge, public curiocity, or security breaks during wartime.

It's well thought, and better than any disarmarment proposal I've seen. However, I still won't vote for it for several reasons.
#1 You restrict stronger nations a ton more than larger ones, as a small nation, I don't want these restrictions just so I can be pounded by a bigger nation.
#2 I'm pro weapons, so just in general I won't
#3 I believe that only troublesome nations should be restricted, and that would be based on behavior. (like what happened to Iraq, and what is going on to Iran and N. Korea)
#4 The nuclear testing and sea mines parts are pretty good, except that:
4a. For nuclear testing, you sometimes need to note the effects of nukes on actual ground, which is where it would land in a real circumstance.
4b. Sea mines aren't as dangerous as land mines, because they can be detected by radar, and sea mines are used very stratigically to stop subs entering your territory without you knowing.

I am sure some people will support, and I will commend you for the writing and thought put in. :wink:

Why should these weapons be banned? The region of Ninjao is protected by sea mines, among other weapons. Under this act, you would take away our last-ditch defense from invading nations. And you would also take away our retaliatory power with the banning of ICBMs. This act is, I'm afraid, somewhat doomed. Little support will come for it, because this act would basically take away a great deal of nearly every nation's armaments. Although it is a good idea to have guidelines for disposal of hazmat and for nuclear testing, but the first portion is unnecessary, and if you'll forgive me, a tad bit moronic (no offense).

Although World Peace should be one of the UN objectives, all the nations outside the UN would have a feast if we gave up all of what this proposal wants.
