Only 5% of delegates are needed to approve proposals not 6%.

In the UN, a resolution was passed to drop the % of approvalse needed from 15% to 5%. This is it:

Reduction of Needed Approvals
A resolution to increase democratic freedoms.

Description: Due to the increased number UN Delegates, more and more potential Resolutions lie overlooked in the void that is the list of Proposals. We propose a reduction in the number of needed approvals from 15% of all delegates to 5%, thus increasing the opportunity of any nation to have its idea voted upon, while still curbing those proposals which are frankly a waste of knuckle power.

So why is it now at 6%? No resolution bumped it back up.The United Nations should only need 5% of delegates to approve a proposal, not 6%!

Hmmm...maybe it's because UN resolutions have no bearing on game mechanics, a concept that very few people seem to grasp. You cannot vote to change the way the game works, period.
Some suggestions are taken into account by the administration, which may account for the original change, but this does not mean that the administrators (is it just Max Barry?) have to follow resolutions. That resolution shouldn't have passed in the first place.

Because it was a game mechanics proposal (I think that was a period when the mods didn't weed out inappropriate proposals) and as such the mods ignored it.

I believe the resolution states that it would have been lowered from 15% to 5.5% but the game mods must have decided to just have rounded up to 6%.

Game mecahnics proposals were, as mentioned, at one point not weeded out, merely ignored.

Enodia explained that several improvements were first ignored UN proposals/resolutions, then later they were suggested elsewhere, and implemented.

I would assume that this is why we have 6% required delegate approval. A mod may be able to givethe whole story.

And please, do not bump it down to five. :x
People have expanded the proposal list to at times over two dozen pages of moronic proposals, driving all but the most dedicated delegates away.

Now it is time that they reap what they've sown, rather than have the required delegate support lowered accordingly.

If it is, this will set a pattern, and we'll see the proposal list getting ever longer as the required delegate support gets ever shorter.
